BUSINESS ADMINISTRATOR

 

REPORTS TO:                     Superintendent

 

AREAS OF RESPONSIBILITY:              

Budgetary and Financial Mgmt., Cash Mgmt., Investment Mgmt., Debt Mgmt., Personnel and benefits Administration, Food Services, Purchasing, Internal Financial Services, Property and Acquisition Mgmt., Administration of Support Services, Facilities Mgmt. (planning, construction, and maintenance), Labor Relations, Negotiations, and Employment Agreements, and Legal Issues related to these areas of Management.   Administrator in Charge of election.

 

GENERAL DUTIES:          

Administer the business affairs of the Pierre School District as defined in SDCL Chapter 13 and as further defined and determined by the adopted policy of the Board of Education and administered by the Superintendent of Schools.

 

QUALIFICATIONS DESIRED:   

  • Shall have a Master’s Degree in School Administration with emphasis in Business administration or an MBA. Some experience in computer budgeting is desired but not required.
  • Demonstrated proficiency in administration of schools desired.
  • Familiarity with South Dakota school accounting and/or accounting experience.
  • Experience in areas of financial management, plant operation/maintenance, educational materials and needs and related areas.
  • Demonstrated abilities in the area of personnel management.

The above qualifications are recommended as guidelines. The Board of Education may deviate or expand these requirements for compensatory types of skills and/or experiences.

  

SPECIFIC DUTIES:

 

Budgeting & Financial Management

  •  Develop and prepare an annual budget to finance the educational program as determined by the administrative team and the Board of Education. To be included in the process are the long-range goals and needs of the school district.
  • Administer the adopted budget under the policies of the Board of Education and the supervision of the Superintendent of Schools.
  • Develop and supervise adequate control of all revenue and expenditures. The collection and accounting of tuition, ticket sales, rentals and district’s indebtedness to be specific activities of supervision.
  • Supervise the preparation of the computerized payroll, budget, inventory and related reports.
  • Prepare monthly and annual financial reports as required and assist in the analysis of statistical information.
  • Develop adequate records to permit accurate determination of “cash-flow” in the investment of idle funds.
  • Initiate, administer and evaluate a system for internal audit.

 Purchasing & Supply Management

  • Develop, administer and coordinate the purchasing and control of supplies and equipment used in the conduct of school affairs.
  • Prepare specifications, conduct bidding procedures, tabulate the bids and submit recommendations for the purchase of supplies and equipment as required by law or by policies of the Board of Education.
  • Verify, audit and approve all invoices presented for payment.

 Personnel and Benefits Management

  •  Assist other administrative staff with the recruiting, preparation of job description, salary schedules and other responsibilities as related to non-teaching personnel.
  • Assume responsibility for selection, staffing, assignment, promotion, transfer and termination of employment as recommended by Supervisor of Building & Grounds and the Director of Food Services.
  • Recommend changes to improve the performance of non-teaching personnel.
  • Responsible for administration of approved health insurance programs, worker’s compensation program and such other insurance programs as approved by the Board of Education. 

Property, Fixed Assets, Real Estate Management

  •  Responsible for all insurance programs and coverages of Board owned vehicles and equipment, buildings and contents, personnel and liability. Fields included are accident reports, claims, building and content evaluations, vandalism and other comprehensive claims.
  • Responsible for the administration of the planning and the execution of the entire maintenance operation of all the buildings and grounds in the school district; including the responsibility for writing specifications and recommending bid awards for outside contract work that cannot be done by maintenance staff personnel.
  • Supervise all building operations as to staffing, equipping and inspecting all building and grounds in the school district.
  • Responsible for the transportation equipment, maintenance equipment and all related records of operation, accident reports and insurance claims.
  • Responsible with the Superintendent and staff for the preparation of all educational specifications for new buildings, alterations and renovations which would include working closely with architects and educational staff on preliminary planning of new buildings, checking plans and specifications, working with building inspectors and contractors during construction, recommending the approval of any needed change orders during the construction and inspecting the buildings for final acceptance with the architects.

 Other Duties

 

Responsible to Board of Education for:

  • Attendance at board meetings and recording the official acts of the Board.
  • Recording, publishing, filing of all required legal publications and providing the safe keeping of all official records and documents as required by law or Board of Education.
  • Responsible for conducting elections, census or surveys as required by law or direction of the Board of Education and/or Superintendent of Schools.
  • Responsible for efficient operation of food service program.
  • Perform duties required as district representative with the following:
  • South Dakota Retirement System
  • Department of Elementary and Secondary Education
  • Child/Adult Nutrition Services
  • Unemployment Insurance Program
  • Assist principals and supervisors as their work relates to the responsibilities of this office.
  • Implement Board policies and State Laws pertaining to the functions included in this job description.
  • Assume the responsibility for other business matters as may be assigned by the Superintendent of Schools.
  • Risk management involving matters such as; life safety, insurance claims, fire safety and liability issues.
  • Transportation services are coordinated through this position. Services are negotiated through transportation providers for Special Education transportation and activity transportation.  Purchases vehicles for Districts use and administers parent mileage reimbursement.
  • In charge of School District elections for School Board members, opt out issues, bond issues and other elections permitted through State law.
