The Department of Education is looking for a qualified individual to serve as the Early Childhood Program Specialist (619 Coordinator) in the Office of Special Education Programs. As the Early Childhood Program Specialist, you will support districts and early childhood providers through professional development and technical assistance by collecting and analyzing special education preschool data to assist with improving special education preschool programs and outcomes. This position collaborates with the Birth to Three Program and the Head Start Collaborative Office as well as other local, state, and national entities. The position will support additional efforts in special education programs and provide technical assistance to a region of the state on special education policies and procedures to families and school districts for students with disabilities ages 3 to 21.

Job opportunities include but are not limited to:
  • Provide effective early childhood evidence based professional development opportunities for schools and providers statewide.
  • Coordinate services and transition requirements with other programs including Birth to Three and Headstart programs.
  • Develop, manage, and deliver Battelle Developmental Inventory-3 training statewide via on-line.
  • Advise teachers and administrators on the implementation of state and federal procedures, practices, and programs.
  • Provide general special education technical assistance, spanning preschool to 12 th grade, to administrators, teachers, and parents over the phone and through email for a designated region.
  • Attend workshops, meetings, and conferences to remain up to date and present on trends and developments for special education programs and students with disabilities.
  • Collect and analyze state performance plan data, assist in preparation of federal reporting, and providing reports.

This is a full-time, 40 hours per week position and year-round. This position includes in and out of state travel. In state travel may consist of day trips and overnight trips with 1 to 3 trips a month during Sept to April, out of state trips range from 3-5 days with approximately 2 trips a year. Preference will be given to applicants able to work at the Pierre Location. Will consider remote employment in SD. For remote applicants, during the six-month probationary period, at least 50% of the time would be required to be spent in the Pierre office (travel costs would be supported at state rate). The employee will have to demonstrate experience and knowledge of necessary department procedures and position content knowledge to be considered a full remote employee.

The Ideal Candidate Will Have:

A minimum of a B.S. in Early Childhood, Special Education, or related field. Experience working in early childhood or special education is preferred.

Knowledge of:
  • State and Federal rules and laws pertaining to education including Individuals with Disabilities Act (IDEA);
  • Early Childhood Special Education;
  • data based decision making skills;
  • SD's K-12 schools, educational cooperative and agencies serving students with disabilities;
  • effective and efficient work practices.

It is not expected that the successful candidate be fully knowledgeable about all job duties and training and support will be provided, however, the position will require a great deal of independent learning.

Skill to:
  • provide training, guidance, and feedback to help others develop specific knowledge and skills needed to perform tasks;
  • actively seek, collect, and evaluate information to learn more about issues;
  • effectively communicate in oral and written communications in a variety of situations such as presenting to large and small groups, Telephone conversations, email, webinars, and letters;

  • efficiently and effectively operate a computer, applicable software, peripheral equipment, and videoconferencing equipment.
