Job Description:

The Environmental Section is seeking a Consultant Management Scientist (Environmental Scientist I-III) to administer consultant work orders and be the responsible manager for various consultant projects in the Environmental office.

Typical 40-hour workweek, Monday through Friday. In-state travel with occasional overnight stays is required. Work activities will be predominately in an office environment with occasions in an outdoor environment.

Duties and Responsibilities:
  • direct the consultant's work, answer questions, ensure project schedules are met, and assist in environmental document reviews for various projects;
  • administer the development and maintenance for the Environmental tracking database and the Environmental Procedures Manual;
  • Promote environmental stewardship;
  • coordinate and prepare National Environmental Policy Act (NEPA) documentation.

Desired Knowledge, Skills, and Abilities:

Knowledge:
  • The National Environmental Policy Act (NEPA) and related federal, state, and local environmental laws and regulations and permitting requirements, including the Endangered Species Act (ESA), National Historic Preservation Act (NHPA), Clean Water Act (CWA), and other compliance regulations under NEPA;
  • environmental planning and environmental sciences such as biological resources, physical resources, and social resources;
  • practices and principles of project management;
  • Department of Transportation policies and procedures (preferred but not required).

Skills:
  • interpret, understand, and implement state and federal laws and rules and SDDOT standards, policies, and procedures;
  • prepare scopes of work, budgets, proposals, and schedules;
  • establish and maintain productive inter-Agency and interdisciplinary relationships;
  • effectively plan, prioritize, and organize work and project details to meet schedules and deadlines and respond and adjust to multiple demands and shifting priorities;
  • prepare clear and concise documentation, reports, and correspondence that reflects relative facts.
  • contribute to engineering plans, specifications, and schedules and have a strong understanding of how transportation projects are executed.

Abilities:
  • demonstrate organizational, analytical, and document management skills with the ability to work in a team environment with strong multi-tasking skills
  • work on more than one project at a time, meeting tight deadlines;
  • communicate information clearly and concisely;

  • develop, participate with, and facilitate interdisciplinary teams having Agency wide or statewide impact;
  • demonstrate broad knowledge of the organization's authorizing environment and the team's role within that structure.

Position Requirements:
Only applicants with a Bachelor's degree in Environmental Planning, Environmental Science, or related field will be considered. At least two (2) years of applicable experience preparing National Environmental Policy Act (NEPA) documents. Applicants with three (3) to seven (7) years of environmental consulting experience are preferred. Prior work experience with the NEPA and transportation decision-making in a federal, state, or local permitting occupation will assist the candidate in succeeding at this position.

Have and maintain a valid driver's license.

Compensation:
The total compensation of Hourly Wage + State/Federal Benefits for a typical year for entry level Consultant Management Specialist is approximately $73,356.00 annually.

Qualifications of the successful applicant will determine the environmental scientist classification level assigned.
