This leadership position oversees the modernization of the Economic Assistance Eligibility Systems, guiding the transition from legacy systems to a modern, integrated platform supporting multiple public assistance programs. The role directs all aspects of system procurement, design, development, implementation, and ongoing operations.
Key responsibilities include leading RFP development and vendor selection; securing federal funding through planning documents; managing contracts, budgets, and resource allocation; and ensuring project delivery aligns with state and federal requirements. The position partners with product owners, subject matter experts, technical staff, IT teams, stakeholders, and the department's Roadmap Implementation Team to align IT priorities with strategic goals. In this capacity, it assesses system impacts, identifies dependencies, and evaluates potential interactions with other divisions' systems and business processes to ensure cohesive and efficient enterprise solutions.
The position facilitates coordination between business and technical teams, supports planning and prioritization, and ensures deliverables are clearly defined and aligned with program objectives.
This role also leads organizational change management efforts to ensure successful adoption of new systems, policies, and workflows across the Economic Assistance program. It collaborates with internal and external partners, supports long-term IT strategy and architecture, and ensures the system can scale to support additional programs.
Additional responsibilities include supervising staff, managing division resources and budgets, and representing the department with stakeholders and the public as needed.

The role is responsible for helping identify and resolve project issues and impediments, supporting conflict resolution, and maintaining effective collaboration between product and development teams. It provides guidance to stakeholders on processes and requirements, promotes clear communication, and supports continuous improvement in project delivery.
Additional responsibilities include supporting procurement and RFP activities, assisting with project planning and reporting, tracking timelines, risks, and deliverables, and ensuring compliance with state and federal requirements. The position collaborates closely with internal and external partners and actively represents the division on the Roadmap Implementation Team, ensuring alignment between program needs and enterprise IT priorities. It supports testing and implementation activities and contributes to organizational change management to drive successful adoption of new systems and workflows. The role may also assist with documentation for funding and governance requirements and represent the division in project-related meetings as needed.
The Ideal Candidate Will Have:
Candidates should have working knowledge of the Curam eligibility system used for public assistance programs. Experience with mainframe or legacy system integration is also highly desirable. Knowledge and skill in leading complex and varied work situations with limited need for direction. Application/Business Project Managers consult with product owners, subject matter experts, technical staff, and other stakeholders to identify, define, interpret, integrate, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
