The Bureau of Information and Technology is seeking a full-time, permanent Application/Business Project Manager. Under general supervision, the successful candidate applies depth of knowledge and skill in complex and varied work situations with limited need for direction. Application/Business Project Managers consult with product owners, subject matter experts, technical staff, scrum teams, and stakeholders to identify, define, interpret, integrate, and document business needs and objectives, current operational procedures. This role will work with project sponsor and product owners to identify and document scope, assumptions, constraints, and risks. Candidate must be familiar with both agile and waterfall methodologies, project management methodologies, and act as a buffer between the project team and sponsor/product owner to maintain a safe working environment for the team by helping with conflict resolution.

Licenses and Certifications:

Project Management Professional Certification (PMP), Certified Scrum Master, or related Certifications are preferred.

The Ideal Candidate Will Have:


have 5-7 years of project management experience and a proven ability to successfully deliver projects on time, within budget, and with a focus on client satisfaction. A bachelor's degree or equivalent relevant experience is preferred, along with demonstrated experience gathering business requirements, facilitating meetings and discussions with employees at all levels, and working within the software development life cycle (SDLC). Candidates should be proficient with Microsoft tools such as Visio and Power BI and have experience with ServiceNow products, including PPM, ITSM, CM, and Reporting. Additional experience with quality inspections and auditing, vendor implementations, Statements of Work and contracts, Quality Assurance, User Acceptance Testing, and mentoring or training others will be valuable.

Knowledge of:

  • Software Development Life Cycle (SDLC), Scrum methodology, and Agile principles.
  • Project management and business analysis standards, practices, and methodologies, including Project Management Institute (PMI) and business analysis principles.
  • Computer platforms, operating systems, protocols, and fundamental computer science concepts.
  • Microsoft Office, SharePoint, and Power BI.
  • Organizational goals, objectives, policies, procedures, and quality assurance practices.
  • Project management concepts, including scope, budget, timelines, resources, deliverables, and risk management.

Skills in:

  • Project planning, organization, and coordination.
  • Gathering, analyzing, and communicating business and technical requirements.
  • Written, oral, and interpersonal communication, including the ability to communicate technical concepts in clear, user-friendly language.
  • Customer service and building effective working relationships with internal and external customers at all organizational levels.

  • Facilitating meetings, leading discussions, and presenting information to individuals and groups of varying sizes.

Ability to:

  • Lead projects from initiation through successful completion while managing scope, budget, timelines, resources, and deliverables.
  • Establish and maintain processes to monitor project scope, progress, costs, and outcomes throughout the project lifecycle.
  • Identify, assess, communicate, and mitigate project risks; escalate issues through appropriate management channels when necessary.
  • Monitor project resource needs and make recommendations to optimize efficiency and project outcomes.
  • Develop, implement, and maintain functional policies, procedures, and quality assurance best practices.
  • Prioritize and execute tasks effectively in a high-pressure environment.
  • Foster a collaborative environment and support the development of team members through mentoring, guidance, and knowledge sharing.
  • Demonstrate initiative, self-direction, and a commitment to continuous learning and professional growth.
