The Assistant Administrator is a key member of the leadership team within the Office of Licensure and Certification. The Assistant Administrator may be a nurse or other profession, depending on qualifications. The Assistant Administrator must demonstrate professionalism, leadership, and initiative. This position supervises the public health advisors for various provider types to include, but not limited to: long-term care, assisted living centers, community living homes, residential living homes, adult foster care, hospitals, specialized hospitals, critical access hospitals, ambulatory surgical centers, end stage renal dialysis facilities, birthing centers, and complaints across provider types. This position will support advisors to ensure compliance with state licensure and federal certification regulations of these provider types to promote and protect the health of South Dakota's residents and patients in health care facilities. The Assistant Administrator will also supervise the Office of Licensure and Certification's QA/QI program, education and training team, and the certified nurse aide enforcement program. This position will represent the department as the State Survey Agency (SSA); assist scheduling survey workload to meet state and federal requirements; provide technical assistance regarding all matters within certification and licensure of health care facilities; and support the overall mission and strategic planning for the Office of Licensure and Certification in coordination with the Administrator.

Classification and payrate will be dependent upon work experience and qualifications. Duties in the higher classifications will be similar; however, project complexity and oversight may change. Travel is required for this position.

Licenses and Certifications:
Must be licensed in South Dakota in respective profession (i.e. registered nurse, nursing home administrator, social worker, etc.). Candidate must possess or pass the Centers for Medicare and Medicaid Service Surveyor Minimum Qualification Test.

  • Provide technical assistance and oversight of complex or high profile work, develops policies and procedures, and represents the work unit with external parties.
  • Staff the office with competent and motivated individuals who are capable of fulfilling the work of the office.
  • Understand the principles and practices of the disciplines providing services to patients and residents in health care facilities.
  • Know medical terminology.
  • Understand the federal and state laws and regulations regulations related to licensure and certification of health facilities and operational programs.
  • Understands the survey procedures.
  • Understands the food safety and sanitation programs.
  • Computer applications such as Word, PowerPoint, and Excel.

This position is exempt from the Civil Service Act.

This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
