This position serves as a key strategic leader within the Division of Economic Assistance. This position will focus on the Division's budget, contracts, and data analytics efforts to support informed decision-making and ensure fiscal integrity. The role is responsible for developing and directing division-wide fiscal strategy, overseeing complex federal reporting systems, and advising executive leadership on financial and programmatic impacts. Work performed in this position directly influences statewide program delivery and funding decisions.
This position leads the development, justification, and execution of the division's annual budget, ensuring alignment with strategic priorities and available funding sources. This includes collaborating with Program Managers to assess funding needs, evaluate resource allocation, and establish priorities. The position formulates and presents budget recommendations and fiscal strategies to leadership, including analysis of short and long-term impacts, while continuously monitoring financial activity to identify trends, variances, and emerging risks.
In addition, this role provides oversight of day-to-day fiscal operations, data governance, and federal SNAP waiver implementation activities. Serving as the designated fiscal and data lead for the SNAP Food Restriction Waiver and Demonstration Project, the position holds full accountability for financial oversight, compliance, and reporting. Responsibilities include interpreting federal requirements, managing fiscal components of the demonstration project, overseeing procurement and vendor performance, and ensuring alignment with project scope and fiscal constraints.
The position also designs and maintains comprehensive reporting and data governance structures, coordinates with internal and external partners to support evaluation and reporting efforts and produces analysis on fiscal impacts and program performance. Through these efforts, the role ensures fiscal accountability, data integrity, and operational stability across the division.
The Ideal Candidate Will Have:
The ideal candidate is a strategic and analytical professional with strong expertise in public sector finance, budget development, and public funding oversight. They are skilled in financial forecasting, data analysis, and translating complex information into clear, actionable recommendations for leadership.
This individual has experience managing large budgets, grants, and compliance requirements, along with overseeing contracts, procurement, and vendor performance. They are collaborative, detail-oriented, and able to work independently while managing competing priorities.
In addition, this position requires communicating information clearly and concisely in both written and verbal formats. Strong judgment, accountability, and the ability to identify risks and implement effective solutions are essential.
