DHS is looking for a motivated and detail-oriented individual to fulfill the duties of Budget Manager for the department. The Budget Manager serves as an important strategic partner within DHS. The position helps in administering a nearly seven hundred- and thirty-million-dollar budget. As the Budget Manager for DHS, you will have the opportunity to:

The Budget Manager will assist the Chief Financial Officer in leading all aspects of the Department's financial activities. The Office of Budget & Finance is comprised of five key areas: provider reimbursement and grants, audits, accounting and financial reporting, budget, and internal controls. Some of the specific responsibilities of the office include grants management, contract monitoring, rate setting, developing reimbursement methodologies, auditing cost reports, oversight and support of accounts payable, managing the accounting and financial reporting of the department, cost allocations, developing annual budget requests, analyzing revenues and expenditures, and developing and monitoring internal controls.
Duties of this position Include but are not limited to:
- lead the planning, development and submission of the department's annual budget request, ensuring alignment with state and department strategic goals, fiscal policy, and executive and legislative direction;
- develop clear and compelling briefing materials, decision packages, and cost benefit or fiscal impact analyses for executive leadership including proposed solutions to issues;
- prepare and communicate to leadership and program managers monthly analysis and projections of revenues, expenditures, FTE utilization, overtime reports, and program service utilization to ensure budget requirements and restraints are met;
- analyze and develop solutions that involve budget or expenditure factors;
- respond to questions from internal and external stakeholders regarding the departments budget, expenditures, and program utilization;
- identify opportunities to improve internal processes related to budgeting, reimbursement structures, and program funding strategies;
- coordinate and support cross-functional initiatives involving budgetary and fiscal policy development;
- monitor state and federal developments impacting funding and advise the Director on necessary actions or responses;
- participate in the implementation of a new statewide enterprise resource planning system, which involves learning and improving the department's budget and fiscal processes;
- perform other duties and special projects as assigned by the Director.
The Ideal Candidate Will Have:- a master's degree in business, accounting, finance, economics, or related field;
- previous experience with the state's accounting system and the state's budget system is preferred;
- experience in financial reporting and management;
- exceptional communication skills;
- problem-solving attitude;
- ability to innovate and take initiative;
- experience as a team leader;
- track record of building relationships with both internal and external stakeholders.
Knowledge, Skills, and Abilities;- accounting, budget management, and audit principles;
- research, compile, and analyze financial data, including in-depth financial, trend, and economic analysis;;
- leading project teams;
- Microsoft Excel, Pivot Tables, and Query;
- ability to lead process improvement and quality assurance;
- ability to work collaboratively with a variety of groups on fiscal and policy issues;
- ability to clearly present complex information to various groups.
