SUMMARY:
The Tax Manager will be responsible for the development, implementation, and maintenance of the FSST Tax Revenue Department to assure the effective and efficient collection and accounting of Tribal taxes under the ordinances and codes of FSST. Commercial real estate tenants will be monitored for compliance with lease terms, conditions, and rental payments. Corporate tenants will be monitored for compliance with business license renewal requirements. In addition, the tax manager will maintain property tax payments for non-trust properties. Review, monitoring, and updating of Tribal codes and ordinances and related procedures will occur on an ongoing basis. The tax manager acts as a liaison for tenants during sales tax audits, attends meetings with governmental entities, other Tribal communities, greater regional communities, FSST Tribal Council, Directors, and staff as needed in relation to the departmental issues. The tax manager maintains fiduciary responsibility for the departmental budget, goals, and objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Under administrative direction, Tax Managers oversee the activities and operations of the tax functional area within the Department of Taxation, including establishing procedures, and recommending and implementing the budget, and monitoring expenses to ensure compliance with approved budget limitations.
  • Plan, organize, and direct tax and audit programs for the department, including developing, recommending, and implementing methods for administering the program, prioritizing work, and establishing work performance standards to ensure effective operation.
  • Plan, organize, coordinate, and manage tribal tax assessment, collection, and auditing activities and operations in accordance with applicable laws, regulations, and law requirements for FSST. Responsible for the orderly recording, collection, and reporting of sales and use taxes, business license fees, tax permit fees, and corporate filing fees with the established procedures of the FSST Revenue and Finance Departments. Responsible for the timely recording, collection, and reporting of commercial rental revenue, including rent from real estate and billboards, as directed by departmental procedures.
  • Review, monitor, and update all departmental ordinances related to tax codes, business licenses, and permits.
  • Review, respond to, and mediate taxpayer disputes and determine the appropriate course of action. Monitor and follow up on delinquent accounts as directed by collection policies and procedures.
  • Schedules, organizes, and conducts meetings for the community, staff, and Tribal Council to educate and inform about the Tribal taxation system when requested. Develops monthly and annual tax revenue reports for administration, Tribal Council, and the business enterprise direction and economic development director.
  • Attend Legislative hearings to provide testimony as needed and to monitor all issues that affect Tribal taxes.
  • All tax forms will be accessible on the FSST website.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS:

  • A bachelor’s degree in business, business administration, accounting, or a related field is required, and/or a combination of education and experience that demonstrates professional knowledge or skills in the area of taxation may be substituted for part of the education requirements.
  • Ability to perform all duties required to maintain the Tax Revenue Department.
  • Ability to maintain effective working relationships with FSST staff, Tribal Council, taxpayers, tenants, and other governmental and Tribal agencies.
  • Must have a good working knowledge and understanding of applicable South Dakota Revised Statutes, FSST Tribal codes, and legislative activity related to taxation.
  • Knowledge and understanding of governmental financial principles and practices.
  • Knowledge of various computer software programs is required to perform job duties.
  • Knowledge of budget development and control.
  • Indian preference applies.

    FSST requires a designated candidate to successfully complete a pre-employment drug screening, criminal background check, and confirmation or professional references.
