The Business Services Specialist will be a part of a team that provides businesses with various services. They will connect with businesses, local economic development offices and chambers. The goal is to build relationships to learn and discuss workforce challenges that businesses may have and provide guidance on the available services through Department of Labor and Regulation (DLR). This position will assist businesses in recruiting and retention of employees to fill their workforce needs.
The Business Services Specialist plays a crucial role in conducting outreach to employers to understand workforce challenges. They will:
- Share information about our services and connect employers with resources.
- Organize local and statewide hiring events.
- Assist with the Workforce Knowledge Series.
- Promote and market virtual workshops.
- Facilitate Rapid Response Events.
- Build trusting connections with local chambers and economic development groups.
- Develop partnerships to connect employers with job seekers using our services.
- Work with other state and local agencies to coordinate services.
- Be familiar with labor market information, training opportunities, and education facilities to help employers make informed decisions and maintain a skilled workforce.
- Be comfortable operating within SDWORKS: Employer Accounts, Services, Case Notes.
- Conduct H2A Job Orders and housing inspections.
- Assist with the Migrant Seasonal Farmworker Outreach program.
The ideal candidate will be a self-starter, comfortable with public speaking, organized, an effective communicator, and able to network, build, and maintain effective working relationships with employers, coworkers, and program partners. Assist businesses with growth and sustainability by providing resources, programs and partnerships.
The person that fills this role must:

- trust the team, remain positive, and know that your views and/or insights do matter;
- be involved. It takes everyone in this team to be successful;
- attend job fairs;
- verify business accounts in SDWORKS;
- determine and host Workforce Knowledge Series events;
- provide information about business services;
- develop business relationships.

Each Business Services Specialist has a territory to cover, and they will conduct housing inspections for the Foreign Labor Certification program. Therefore, travel is required. Knowledge of:
- South Dakota Department of Labor and Regulation services and programs;
- business recruiting practices and human resource related areas of expertise;
- Federal and State Labor Laws;
- customer service methods to employers;
- workforce training strategies;
- interview, placement, and counseling techniques;
- community resources and support services;
- Federal Bonding Program.
Ability to:
- research area openings, new employers and upcoming employment needs through websites, publications, social media, and other avenues that lead to reaching out to employers;
- assist employers in accessing our job database and coach them on how to use our database to have a positive experience;
- advise and inform employers of state and federal labor laws and refer them to the proper department when necessary;
- perform public relations duties as a representative of DLR through attendance at community and campus events, Chamber of Commerce activities, ribbon cuttings and local community job fairs;
- conduct outreach to existing and new job seekers (students and graduates) to obtain a qualified applicant pool within the SDWORKS data base;
- use a computer and typical office equipment and software;
- communicate information clearly and concisely;
- develop and maintain effective relationships with coworkers, job applicants, employers, and representatives of public and private agencies;
- work independently, and as a team player;
- multitask;
- probe for critical information;
- maintain accurate records.
