Our organization, dedicated to this mission, is seeking a purpose-driven Chief Financial Officer (CFO) to ensure our financial strategies are strong and forward-looking. We need an executive level leader invested in our mission with the skills to execute strategic priorities.

The Chief Financial Officer is responsible for overseeing all fiscal responsibilities of the Department of Social Services (DSS). DSS is missioned to erect a safety net for South Dakotans and entrusted with an operating budget of approximately $2 billion and 1,500 FTE's. This position leads the DSS finance division and works closely with 11 other division directors as well other leaders within DSS. The CFO also serves as DSS's collaborative point of contact with other agencies. The CFO is responsible for administration and oversight of the variety of policies, processes and federal reporting requirements. This position is an integral part of the DSS executive team and DSS management team. If not home stationed in Pierre, frequent travel to Pierre will be required, including full-time during Session.

Primary job duties and responsibilities:

  • Oversight of the department's essential functions of budget, accounts payable, accounting, financial reporting, provider reimbursement, contract administration, provider reimbursement, internal controls, and program integrity.
  • Supervise a fiscal division leadership team that includes two deputy directors and other program administrators / fiscal officers (total of 7 direct reports).
  • Develop policies and procedures that ensure adhere to the department's strategic plan and mission.
  • Collaborate with the leadership of DSS's other divisions to ensure maximizing impact, highest efficiency, consistency across the Department and coordination relating to fiscal processes and decisions.
  • Oversee the successful and complete implementation of the Department's risk control matrix and ensure the matrix undergoes constant enhancement.
  • Establish and maintain networks and professional relationships with internal and external stakeholders including but not limited to the Bureau of Finance and Management, Legislative Research Council, Legislative Audit, State Auditor, and numerous providers and associations of providers.
  • Represent the Department to legislators and stakeholders during the Legislative Session and interim committee hearings.


The Ideal Candidate Will Have:

An advanced degree in business, accounting, finance, and/or management field. Multiple years of experience in accountancy and managing personnel and large organizations, including fiscal/budgetary oversight experience. Excellent leadership and communication skills as well as a demonstrated track record of fostering partnership relationships with staff and stakeholders.

Advanced Understanding of:

  • government accountancy, budget management, and audit principles;
  • leadership techniques;
  • administration within the specified requirements of both statutory law and regulation;
  • fiscal procedures and regulations.


Skill to:

  • monitor and assess the performance of staff and make improvements as needed;
  • develop and monitor programs and processes as needed;
  • author vision and manage multiple workstreams concurrently to achieve it;
  • establish and work towards high level goals.


Ability to:

  • carry-out executive level leadership;
  • lead process improvement and implement quality assurance measures;
  • apply strategy thinking when developing policies and processes;
  • coordinate work between divisions as appropriate to ensure collaboration;
  • clearly present complex information to various groups.
