The Department of Education is looking for a qualified individual to serve as the
Data Management Analyst for Special Education Programs in the Office of Special Education Programs. In this role, you will assist in the coordination of data collection and reporting activities related to Special Education Programs to ensure compliance with the Individuals with Disabilities Education Act (IDEA) regulations and data reporting requirements.

- Interpret and apply federal and state rules regarding reporting requirements, data confidentiality, and other mandates to establish business rules for reporting.
- Ensure efficient and comparable data submissions through the development of business procedure manuals to assist in the analysis and interpretation of IDEA data.
- Monitor state and federal data collection requirements and participate in state-level discussions about data needs for programs, projects and services, including but not limited to annual child count, discipline, coordinated early intervening services (CEIS), extraordinary cost fund (ECF), accountability, etc.
- Review reporting requirements and identify new data collection needs and data elements and their relation to existing data and data sources.
- Engage stakeholders in utilizing data to inform systems change.
- Use Department data collection and reporting programs, including but not limited to Infinite Campus, SD STARS, MS Excel, VS Code, SQL Server Management Studio, Power BI.
- Review and provide comments on proposed state and federal regulations.
- Determine and recommend the need for and request programming changes to data systems related to special education requirements.
- Coordinates with other programs to provide technical assistance to answer technical questions from school districts and agencies regarding the reporting of special education data.
- Coordinate data requests from internal staff and external customers.
- Retrieve existing data from multiple sources, formatting according to customer requirements, complete calculations and create displays and graphs.
- Collaborate with other data managers by attending workshops, meetings and conferences to remain updated on trends and developments for special education programs and students with disabilities.
- Be a part of a team of professional, dependable and accountable individuals.
The position is based in Pierre, SD and is a twelve-month position. Both in and out-of-state travel is required.

The Ideal Candidate Will Have:A minimum of a bachelor's degree in computer applications, business administration, or a related field and knowledge or experience with information systems is preferred. Experience working in an educational setting would be considered ideal but not required. The ideal candidate will also have experience in one or more programming languages and data visualization software such as Python, R, SPSS, SAS, STATA, SQL, Power BI, and MS Excel VBA.
Knowledge of:- understands the principles and methods used in the collection, analysis and presentation of educational data, information technology, research design, and statistical analysis;
- must have experience with or a willingness to learn about technology infrastructure, data storage, transmission and use of educational data;
- federal and state education programs, laws, regulations, and reporting requirements (Training will be provided if needed);
- research design methods, procedures and statistics to include the analysis, interpretation and presentation of data;
- program management, ability to direct the work of others, meet deadlines, and act with diplomacy;
- background in data-based decision making;
- effective adult learner practices.
Skill to: - complete high-quality work with the appropriate technology such as Microsoft Word for reporting and documenting, MS Excel for building templates using VBA for repetitive tasks. Extensive experience utilizing SQL and statistical analysis software such as VS Code and for visualization Power BI;
- communicate ideas and information plainly and succinctly; in oral and written communications in a variety of situations such as presenting to large and small groups, telephone conversations, email, webinars and letters;
- write technically and clearly;
- effectively manage time on multiple short and long term tasks.
