Job Summary:
The Division of Developmental Disabilities works to ensure people with intellectual and developmental disabilities have the right to live, love, work and play in their communities. The Director has the opportunity to impact the evolution of a state-of-the-art service delivery system, enabling people across South Dakota to lead healthy, independent, and productive lives.
We are seeking an individual who is a proven leader, excels at building relationships with stakeholders, and is dedicated to public service.
Principal Accountabilities:
- Plans and directs the activities of the division by approving policies, writing and monitoring budget, identifying goals, interpreting rules and regulations, and evaluating statistics to ensure the quality and availability of appropriate services.
- Supervises subordinate staff by interviewing, selecting, training, assigning work, approving leave, addressing personnel issues, and appraising performance to maintain efficiency and effectiveness.
- Establishes provision of quality intellectual and developmental disability (IDD) services by private agencies through oversight of certification activities, negotiating, approving and monitoring provider contracts and grants; developing, approving and enforcing standards for provider compliance; oversight of quality measures; and decertifying agencies who do not maintain compliance with standards that assure the health, safety, and quality of life for people who receive IDD services.
- Functions as part of the state's authority on IDD; providing direction and review of other state agency staff involved in provider certification activities; directing the evaluation of services; directing the interstate compact transfer of clients into and out of state facilities, interacting with federal agencies who have an impact on IDD activities; and serving on state and national committees involved in drafting rules, regulations and legislation to ensure the state's compliance.
- Functions as the Chief of Staff for the Division Director.
- This position requires statewide travel.
The Ideal Candidate Will Have:Degree in management/administration, or a related field; experience in managing personnel and a large organization or team; possess good communication skills; and demonstrate experience fostering relationships with staff and external partners.
Knowledge of:
- leadership techniques;

- intellectual or developmental disability service delivery in South Dakota;
- current innovations and best practices in the field of IDD;
- project management techniques;
- Person- and family-centered practices;
- stakeholder engagement techniques.

- monitor and assess the performance of staff, identify strengths and opportunities for growth as needed;
- develop and monitor intellectual and developmental disability programs and services as needed;

- establish and work toward high level but realistic goals that meet the needs of people with intellectual and developmental disabilities, their families, and are compliant with state and federal regulations.
Ability to:
- identify key policy decisions and support the department secretary in carryout plans;
- think critically;
- identify opportunities for system efficiencies and innovations;
- prioritize division resources and workload;
- implement and evaluate programs, and making adjustments as needed;
- plan and delegate the work of others;
- supervise the work of others;
- use forward-thinking when developing intellectual and developmental disability services to ensure the needs in South Dakota are being met at the level required;
- coordinate work between divisions and external partners to ensure collaboration.
