This position will be responsible for assisting with leading Child Protection Service delivery in Harding, Butte, Lawrence, Meade, Pennington, Custer and Fall River counties. Service delivery is administered through offices in Spearfish and Rapid City. Service delivery boundaries and office locations are subject to change based on agency needs.

As the Deputy Regional Manager, this position will primarily be responsible for the following:

  • Manage regional human resources functions.
  • Lead employee training and onboarding programs.
  • Work with regional supervisors to manage staff development and performance.
  • Develop and lead recruitment and retention strategies.
  • Lead and manage the hiring process to include interview and selection.
  • Assist the Regional Manager with overall regional operations, strategic planning, and organizational goals.
  • Ensure compliance with agency policies, procedures, and applicable law and regulations.
  • Analyze regional data to identify trends, evaluate performance, and develop solutions.
  • Approve and process misc. payments.
  • Complete administrative due process.
  • Provide supervision of support staff.
  • Gather and monitor data to identify trends and solutions.
  • Represent the region through occasional travel, public speaking, meetings, and community engagement.
  • Perform other related duties as assigned.


Education and Experience:

A bachelor's degree in social or behavioral sciences, human services, business administration, public administration, education, public health, or a related field.

Comparable leadership experience in program or operations management may be considered in place of educational requirements, relevant experience in human resources or social services may also be taken into account.

Knowledge, Skills, and Abilities:

  • work independently and/or as a member of a variety of teams to consistently meet regional and division goals;
  • develop, maintain, and strengthen partnerships with others inside and outside the region;
  • recognize, define and solve problems using common sense, reasoning, and resourcefulness;
  • ensure effective recruitment, selection, training, performance monitoring and corrective action of the staff in the region;
  • make sound, timely decisions and exercise good judgment in complex or sensitive situations;
  • communicate effectively, both verbally and in writing, with staff, leadership, stakeholders, and community partners

This position is exempt from the Civil Service Act. This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
