DESCRIPTION OF WORK

General Statement of Duties: Performs duties in the office of the Treasurer that includes but is not limited to taxes, assessments, levies, and other monies received by Davison County to include clerical work in the Treasurer’s office such as routine keyboarding, computer entry, and clerical duties. Performs related tasks that may include filing forms, letters, etc. maintaining a filing system, sorting, assembling, and distribution of mail and materials and gathering information.

Supervision Received: Works under immediate supervision of the Treasurer.

Examples of Duties: Any one position may not include all the duties listed, nor do the listed examples include all duties which may be found in positions for this class.

  1. Responsible and accountable for the complete and accurate collection of all taxes, assessments, levies, and other monies due the County from all sources of income; including the maintenance of complete and accurate records related thereto, and the accurate updating of all tax changes.
  2. Responsible and accountable for the collection of all fees and monies related to motor vehicle licensing, registration, and motor vehicle record keeping and reporting functions.
  3. Finance oriented tasks include preparing daily check deposits; balancing and posting daily and complete end of month books as needed.
  4. Balances and reconciles all accounts of monies received by the county each month as needed.
  5. Keeps current on legislative trends and development in areas of responsibility, including licensing, taxation, and assessment regulation; and advises others of such changes as required to maintain areas of responsibility in accordance with changing standards.
  6. Performs tax related duties that include preparation of tax freeze or tax refund forms, posting taxes, old taxes, special assessments; tracking tax fund, preparing tax escrow program; delinquent tax notices; tax listings for advertisement; tax sale certificates and register book; and tax statement mailings.
  7. Maintains and reconciles checkbook as well as the check register from the Auditor’s Office as needed.
  8. Assists the general public by providing information and assistance.
  9. Coordinates with other departments as required in the effective accomplishment of the Treasurer’s Office duties and responsibilities.
  10. Prepare reports as required and submits to appropriate governing bodies of the state and county in a timely, accurate, and efficient manner consistent with procedural requirements.
  11. Performs duties as a Passport Acceptance Facility. Along with the duties of an issuing agent for the passports.

QUALIFICATIONS FOR APPOINTMENT

Required Knowledge, Skills, and Abilities: Some knowledge of business English; of office practices and procedures. Ability to understand and follow instructions; to operate common office machines and computers.

Education: A high school diploma or GED Certificate and as provided for in the South Dakota Code of Laws.

Experience: Previous clerical work desirable.
