The Division of Family and Community Health, Office of Child and Family Services (OCFS) is seeking a Dietitian Manager who provides supervision and leads teams of both professional and paraprofessional state and contract staff. The position includes coordinating and overseeing teams of individuals in the delivery of WIC Services within a large region utilizing multiple service delivery methods (in person, group, virtual, mobile units, texting). This position will be responsible for an area of service spanning multiple counties and will work cooperatively with other Dietitian Managers throughout the State to assure WIC service provision. The Dietitian Manager works under the direction of OCFS Assistant Administrator - WIC Director. This position provides highly specialized knowledge, strategic direction, policy advice, and support for WIC services.
Responsibilities of the Dietitian Manager include but are not limited to:
- assists with planning and promotion of WIC program services and lead the implementation of new initiatives;
- builds strong strategic partnerships with outside agencies, providers, and stakeholders; developing agreements and contracts utilizing multiple service delivery methods (in person, group, virtual, online, mobile units, texting)
- assesses for gaps in services and explores opportunities to expand service delivery using innovative methods;
- participates in multi-faceted community health assessments and planning;
- facilitates outreach to underserved populations and uses creative problem-solving to identify and reduce barriers to services;
- works closely with WIC Central Office Team and others conducting needs assessments and evaluations of public health interventions;
- directs staff and resources to ensure the WIC Program is delivered in accordance with policies, procedures, regulations, standards, and professional scope of practice;
- responsible for interviewing, hiring and evaluation of staff performance; provides guidance and coaching and motivates individuals and teams to achieve performance objectives. Focuses on development areas to increase staff capabilities and ensure quality care delivery;
- analyzes and evaluates operations and makes recommendations for improvements to quality, cost, efficiency, staffing, and programming;
- provides technical guidance and serves as a consultant for a wide variety of multidisciplinary and complex situations;
- manages budget and fiscal oversite for contract services provided in the region;
- works closely with Vendor Liaisons and Central Office Vendor Manager to coordinate vendor activities with potential and authorized vendors;
- responsible for staff training and mentoring.
Licenses and Certifications:
Must a licensed Registered Dietician in the state of South Dakota
The Ideal Candidate Will Have:
Experience with supervision, partnership building, collaboration, grants management, financial practices, policy development, program development, and evaluation. Knowledge and experience working with the Women, Infants, and Children program.
Knowledge of:
- WIC policy and procedure principles and practices;
- maternal, infant, and child health;
- quality improvement processes and management;
- training and education;
- data analysis and interpretation; and
- grant and budget development and monitoring.
Skill to:
- maintain a professional knowledge of evidence-based practices related to nutrition for maternal and child health;
- excellent communication skills;
- creative and visionary thinking; and
- sound judgment, analysis, and discretion within the framework of defined policies, procedures, and scope of practice.
Ability to:
- develop and sustain effective working relationships with internal and external partners;
- set goals and priorities; and
- work independently and as a contributing member of a team.
Travel is required to service sites within the designated region and for meetings, training, and partnership building.
