The Director of Clinical and Correctional Services provides strategic oversight and operational direction for the South Dakota Department of Corrections in its Clinical, Behavioral Health, Dental, Education, and Programs operations. This role requires directing the work of multiple teams to organize, implement, and deliver a broad spectrum of program areas.

The Director oversees a vast team of 181 staff that provide programming and services to offenders in the following areas:

  • Chemical dependence
  • Mental health services
  • The Sex Offender Management Program
  • Clinical services, including but not limited to infectious disease, clinical informatics, clinical education, pharmacy, and dental
  • Transitional case management
  • Education programs, including GED and technical school programs
  • Food service and commissary


The Director of Clinical and Correctional Services collaborates closely with senior leadership across the Department of Corrections and other South Dakota state agencies. This position reports directly to the Deputy Secretary of the South Dakota Department of Corrections.

The ideal candidate will have a strong background in correctional health, healthcare administration, or public health systems management, with demonstrated ability to oversee multidisciplinary teams and manage budgets and contracts within a complex organization.

The Ideal Candidate Will Have:

  • Bachelor's degree or higher in a medical or mental health-related field.
  • Extensive experience in managerial, administrative, and supervisory practices.
  • At least 5 years of progressively responsible experience in correctional health, public health, or healthcare administration, including 3 years in a senior leadership role.
  • Strong knowledge of regulatory requirements and complex healthcare systems, processes, and operations.
  • Excellent leadership, communication, and organizational skills.
  • Proven experience managing multidisciplinary teams, large budgets, contract negotiations, and grant-funded programs.
  • Strong communication, strategic planning, and stakeholder engagement skills.
  • Commitment to continuous improvement and innovation in healthcare services.


Key Responsibilities:

  • Leadership and Management: Provide visionary leadership to the clinical and correctional services team, fostering a culture of excellence and collaboration. Develop and implement strategic plans to enhance clinical services and correctional programs in alignment with organizational goals.
  • Contract and Vendor Oversight: Negotiate, finalize, and manage contracts with external service providers (e.g., dental, optometry, physical therapy, travel agencies), ensuring compliance with state regulations and budgetary constraints.
  • Regulatory Compliance: Lead teams of clinical and service professionals to ensure the Department of Corrections meets all regulatory and accreditation requirements. Stay updated on changes in healthcare and correctional regulations and implement necessary adjustments to maintain compliance.
  • Operational Efficiency: Oversee the day-to-day operations of clinical and correctional services, including staffing levels, FTE management, budgeting, and resource allocation. Implement best practices to optimize workflow and improve service delivery.
  • Clinical and Programming Evaluation: Travel regularly to correctional facilities to evaluate staff performance and program effectiveness. Ensure policies and procedures are implemented consistently and provide on-site support and corrective action as needed.
  • Financial Management: Monitor and manage clinical and programming budgets. Identify opportunities for cost savings and operational efficiencies.
  • Stakeholder Engagement: Build and maintain collaborative relationships with internal teams, external partners, and other state health authorities. Communicate effectively with stakeholders, including staff, external providers, and offender families, to address concerns and share updates.
  • Innovation and Improvement: Drive continuous improvement initiatives to enhance clinical services and offender programming. Stay informed about advancements in clinical technology and healthcare administration and implement innovative solutions to improve care and outcomes.


Work Environment:

  • This position can be based in Pierre, Sioux Falls, or Rapid City, South Dakota.
  • Must be able to travel regularly.
