General Statement of Duties
Under the board supervision of the County Commission and broad supervision of the SD Department of Revenue, is responsible for performing skilled technical and professional appraisal work in establishing real property values for tax assessment purposes.
Typical Duties and Responsibilities
- Performs statutory and assigned duties in compliance with South Dakota Codified Law, South Dakota Department of Revenue rules and County policy.
- Appraise new, improved, and unimproved property within the County.
- Identify properties to be appraised on maps by use of legal description and by review of building permits and property appraisal records.
- Responsible for property re-appraisal and review of building permits for the County.
- Measure and photo property. Determine type, quality, condition, and age of the structure.
- Calculate values by classification using market values of comparable property using appropriate schedules, manuals, and guidelines relating to the location and property type.
- Direct/assist in property card data entry and the preparation of assessment notices.
- Answer inquiries and provides information concerning appraisals and the appraisal process or direct individuals to appropriate department personnel.
- Prepares reports for protest hearings and testifies at hearings when necessary.
- Maintain accurate records and files on all agricultural, residential, and commercial property to include property cards.
- Assist all other employees in the offices, the County Commission, boards of equalization, and provide assessment information to taxpayers contemplating appeals. (SDCL 10-3-33)
- Attend training seminars and meetings as required.
- Perform duties in a manner consistent with safe practices and policies.
- Develops the annual budget for the Equalization Department and administers the budget as approved by the County Commission. Provides budget and financial information and reports as required by the County Commission.
