The Director of Reentry and Rehabilitation provides executive leadership, strategic direction, and oversight for the Department's Reentry and Rehabilitation Division. The Director is responsible for developing, implementing, and evaluating programs and services that promote offender rehabilitation, successful community reintegration, and improved public safety outcomes. This position oversees education and vocational programming, reentry services, cultural and restorative programming, and planning and analysis functions to ensure programs align with departmental goals, evidence-based practices, and state and federal requirements.
ESSENTIAL FUNCTIONS:
Strategic Leadership • Develop and implement a comprehensive rehabilitation and reentry strategy that supports the Department's mission and public safety objectives.
• Establish division goals, priorities, and performance measures.
• Advise executive leadership on rehabilitation, reentry, offender programming, and recidivism reduction initiatives.
• Promote evidence-based and data-driven decision making across all division functions.
Program Oversight • Direct and evaluate offender education, vocational training, cognitive-behavioral programming, cultural activities, and reentry services.
• Ensure programming addresses offender risks, needs, and responsivity factors.
• Oversee development of innovative rehabilitation and workforce development initiatives.
• Monitor program quality, effectiveness, and compliance with departmental policies and applicable standards.
Reentry Services • Lead statewide reentry initiatives designed to improve offender transition from incarceration to the community.
• Foster partnerships with community organizations, employers, treatment providers, educational institutions, tribal entities, and other stakeholders.
• Promote continuity of care and access to housing, employment, education, treatment, and support services.
Planning, Analysis, and Performance Management • Oversee division planning, research, performance measurement, and data analysis activities.
• Utilize data to evaluate program outcomes, identify trends, and recommend operational improvements.
• Support grant development, reporting requirements, and program evaluation efforts.
• Ensure accurate and timely reporting of key performance indicators and strategic initiatives.
Stakeholder Engagement • Represent the Department with governmental agencies, community partners, educational institutions, tribal governments, and professional organizations.
• Coordinate rehabilitation and reentry initiatives across departmental divisions.
• Prepare reports, presentations, and recommendations for executive leadership, legislators, and external stakeholders.
Licenses and Certification: • Ideal candidate would have a Bachelor's degree in Criminal Justice, Public Administration, Social Work, Education, Behavioral Sciences, or a related field.
The Ideal Candidate Will Have: - significant leadership experience in corrections, community supervision, rehabilitation programming, reentry services, education, workforce development, or public administration;
- experience managing large-scale programs, budgets, grants, and multidisciplinary teams;
- experience utilizing performance data to drive operational and strategic improvements.
Knowledge, Skills and Abilities:- Knowledge of correctional rehabilitation, offender reentry, community supervision, and evidence-based correctional practices.
- Knowledge of program evaluation, strategic planning, performance management, and data analysis.
- Ability to develop and implement complex statewide initiatives.
- Ability to establish collaborative partnerships with internal and external stakeholders.
- Strong leadership, communication, organizational, and problem-solving skills.
- Ability to analyze data and translate findings into policy and operational recommendations.
Work Environment: - This position will be based in Pierre, Sioux Falls or Rapid City, South Dakota.
- Must be able to travel regularly.
