We are seeking a Director of Total Rewards to lead Employee Health, Well Being, Workers' Compensation, HRIS, Payroll/Shared Services, and Compensation. Incumbent will provide development and thought leadership for a comprehensive total rewards strategy aligned to the state's employment needs and performance objectives. This role works within legislative and regulatory requirements impacting state employees and to appropriately change these as needed.
While acting as an advisor to the HR Executive (Commissioner) on all things Total Rewards, they will also oversee all aspects of the service center delivery. The Director will deploy the highest quality shared services by using data and feedback to create, advance, and deliver efficient and effective solutions designed with employees and customers at the center.
Job responsibilities include, but are not limited to:
- oversees development of a comprehensive total rewards strategy aligned with the organization's strategy in compliance with legislative and regulatory requirements. Develops and advocates for statutory and administrative rule changes required for the plan and oversees the communication and implementation across the organization;
- leads the design, implementation, and management of health and ancillary benefit programs to meet the needs of a complex organization funded both self and fully-insured;
- leads the design of compensation programs for the organization. Scope includes base pay programs and incentive plans; and maintaining the state's classification system and pay structures. Maintains compensation rules and policies;
- oversees the development and implementation of operational initiatives, solutions, processes, technology, policies, and procedures for efficient human resources administration;
- leads and participates in vendor selection through the Request for Proposal processes. Manage vendor relationships and hold accountable to performance guarantees and standards to ensure the full value is achieved for the state and employees;
- leads the design and administration of reward and recognition programs to enable a strong culture of performance and recognition;
- partners with and informs other HR Leaders, including HR Managers, of impacts of policies/programs and suggests improvements;
- establishes performance and service delivery metrics for HR operations which align with overall strategy;
- provides advice and expertise to the HR leadership team;
- partners with other bureaus and other leaders to optimize HR technology to enhance HR operations processes and service delivery.
The Ideal Candidate Will Have: 10+ years of experience working across Human Resources functions and 5+ years of leadership experience progressing in responsibility. Strong analytical skills with an ability to determine trends, identify issues, and make recommendations. Applicant must thrive in a complex environment in which collaboration crosses departmentally. Additionally, the ability to understand and communicate financial information impacting compensation and insurance is required. A Master's Degree in business, HR, or related field is preferred but not required.
