This position falls under the Construction and Facilities Management Office, Operation and Maintenance Branch within the South Dakota Army National Guard/South Dakota Dept. of the Military. The East River Physical Plant Manager I is responsible for facilities located in Pierre, Mobridge, Chamberlain, Aberdeen, Webster, Huron, Mitchell, Parkston, Wagner, Milbank, Watertown, Brookings, Flandreau, Madison, Sioux Falls, Yankton, and Vermillion. The selected individual will be engaged in directing and participating in all forms of facility maintenance including but not limited to HVAC, plumbing, electrical, preventative maintenance, janitorial, grounds maintenance, snow removal and a wide variety of other maintenance related tasks.

The incumbent selected for this position will have the ability to choose a home station in Sioux Falls or Watertown.

The work schedule is Tuesday through Friday, 6:30 a.m. to 5:00 p.m. (10 hour days). Work schedule may vary due to emergency situations or travel.

The selected individual will be required to travel throughout Eastern South Dakota in support of SD Army National Guard facilities.

The selected individual will undergo a National Security Check to obtain a Common Access Card (CAC) for access to federal computer systems.

Licenses and Certifications:

A valid driver's license.

Functions and Responsibilities:

  • Plans, schedules, supervises, and inspects facility repairs and construction/renovation projects to ensure schedules are met, budget constraints are adhered to, and quality of work is high.
    • Determines priorities of projects based on needs of the facility.
    • Submits input regarding future facility modifications to strategic plans.
    • Periodically reviews the progress of projects and verifies quality and cost effectiveness of work.
    • Develops and monitors preventive maintenance schedules for all physical plant facilities and equipment.
    • Monitors work order system status and prioritizes work orders as needed.
    • Reviews invoices and ensures state procurement policies are met, authorizes invoices for payment, logs invoices in work order system.
  • Monitors contractor performance to ensure compliance with contract requirements and acceptability of work.
    • Writes technical aspects of requests for proposals and bid specifications.
    • Reviews and approves blueprints and building plans.
    • Ensures building projects do not adversely affect the mission of the facility.
  • Maintains building maintenance records, blueprints, maps, and appropriate schematics to ensure an accurate representation of facility status is maintained and available for reference.
  • Monitors environmental management systems to ensure the most efficient and cost-effective use of HVAC equipment while maximizing energy conservation.
  • Ensures adequate supplies and equipment are available for current and forecasted needs.
  • Oversees custodial, grounds, and building security activities to ensure facilities are clean, hygienic, safe, and present a neat appearance.
  • Manages state-owned vehicle fleet to ensure effective usage and proper maintenance.
  • Supervises subordinate staff to ensure the goals and objectives of the work unit are met.
    • Interviews and selects staff.
    • Provides training and work direction.
    • Approves leave requests.
    • Addresses staff problems and recommends disciplinary actions.
    • Conducts performance appraisals and completes performance documents.
  • Assumes full responsibility for physical plant operations in the absence of the Maintenance Program Manager.
  • Performs other work as assigned.


Knowledge, Skills, and Abilities:
