The Department of Education, Office of Grants Management, is seeking a
Education Program Specialist to support the administration and oversight of federal grant programs. This position is responsible for managing the distribution of federal funds for the U.S. Department of Agriculture's Child and Adult Nutrition Services programs and assisting with the oversight of U.S. Department of Education grant programs.
We are looking for a motivated, detail-oriented professional who can work effectively both independently and as part of a team. The successful candidate will help ensure the effective implementation of high-quality federal grant programs while maintaining compliance with all applicable fiscal and regulatory requirements.
Primary responsibilities include reviewing grant claims, budgets, and financial reports; determining the allowability of program activities and expenditures; monitoring subrecipient grant spending; and providing technical assistance and training to schools and other subrecipient organizations. Training on specific federal grant requirements will be provided to the selected candidate.

Knowledge of: - laws and regulations governing the fiscal requirements of the National School Lunch Program, other USDA Child Nutrition Programs, and federal education programs;
- grant administration and the requirements associated with the expenditure of federal funds;
- school district accounting and budgeting practices for federal and nonfederal funds;
- techniques for assisting in subrecipient monitoring;
- functions of a state educational agency and related processes;
- excel spreadsheets and Microsoft Office.
Ability to: - analyze and interpret budgets and financial information to reach conclusions;
- research and correctly interpret state and federal regulations and laws;
- develop written policies and procedures to ensure compliance with program guidelines;
- compile and submit accurate and timely data for federal reporting requirements;
- establish and maintain effective working relationships and communication with coworkers;
- deal tactfully and effectively with the staff of school districts, other subrecipients, and federal contacts;
- manage and monitor federal Child and Adult Nutrition Services (CANS) grants
- communicate complex financial requirements effectively;
- develop training workshops and materials to clearly communicate program requirements to subrecipients.
