This is a Full-Time 40 Hours Weekly position with the Bureau of Human Resources and Administration's Office of the State Engineer. For more information on the Bureau of Human Resources and Administration, please visit https://www.sd.gov/bhra .

The State of South Dakota is seeking an engineering or architectural professional who is passionate about thoughtful design, quality construction, and public service. This position plays an important role in delivering building projects that are safe, functional, efficient, and built to serve the long-term needs of our agencies, employees, and the public.

The preferred work location for this position is Pierre; however, alternate work locations may be considered and discussed with the selected candidate.

Classification for this role will be determined based on education and experience and may be filled at the Engineer 1, 2, 3, or 4 levels or within the general Buildings Construction Manager level. The level assignment, payrate, and classification will depend on the experience and qualifications of the applicant. Duties in the higher classification will be similar; however, project complexity and oversight may change. This position is ideal for a well-rounded professional with a solid foundation in engineering and/or architectural principles, strong communication skills, and the ability to manage projects collaboratively and independently.

What you'll do:

  • design, review, and recommend approval of plans and specifications for building projects;
  • oversee construction activities to ensure compliance with approved plans, specifications, applicable laws, and generally accepted engineering practices;
  • serve as project manager for assigned projects from planning through closeout;
  • coordinate with engineers, architects, consultants, contractors, agency personnel, and other stakeholders throughout the project lifecycle;
  • prepare and manage project documentation including advertisements, solicitations, contracts, pay applications, inspections, bid openings, and closeout materials;
  • lead project meetings, provide updates to affected stakeholders, and support effective communication throughout each phase of work;
  • conduct site visits, inspections, and construction administration activities to support successful project delivery.

Work environment and schedule:
This position typically works Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternate work schedules may be considered. Occasional schedule adjustments may be necessary due to project timelines or emergency situations.

Work is performed in both office settings and active construction environments. In-state travel is required for site investigations, inspections, and construction administration activities, including occasional overnight travel for multi-day or long-distance assignments. A valid driver's license is required.

Licenses and Certifications:
  • Preferred but not required: E.I.T in the State of South Dakota; or,
  • Professional Engineer in the State of South Dakota;
  • Licensed Architect in the state of SD; or,
  • Architectural Intern in the State of South Dakota; or, Architectural Graduate.

The Ideal Candidate Will Have:

A bachelor's degree in engineering or architecture and 1-5 years of progressive technical experience; or an associate's degree and 10+ years of progressive technical experience.

Knowledge of:
  • building construction methods and inspection techniques;
  • effective human relations and dealing with the public;
  • Federal and State rules and regulations;
  • building codes and standards;
  • AutoCAD;
  • estimating;
  • Microsoft Office;
  • Engineering and/or Architectural principles;
  • broad knowledge of technical fields including civil, mechanical, electrical, structural and architectural.

Skill to:
  • manage State contracts;
  • conduct field surveys;
  • complete building and site inspections;
  • make recommendations;
  • prepare plans and specifications for public improvement projects for in house designs;
  • correspond with personnel on projects.

Ability to:
  • manage assigned budgets;
  • provide technical guidance;
  • provide work direction to consultants, contractors and co-workers;
  • coordinate the work of project teams to accomplish agency objectives in a timely manner;
  • assign appropriate priorities to work activities based on organizational goals and situational pressures;
  • complete designs and specification documents in accordance with established regulations, engineering/architectural standards;
  • evaluate, review and approve designs and specifications;
  • establish good relationships with co-workers, consultants, contractors and other agency personnel.
