The Water Quality Program in the Office of Water is looking for an Environmental Engineer Manager I - Individual Permits Team Lead . This is a licensed Professional Engineer with a desire to lead a team of dedicated professionals to protect surface water resources through the regulation of point sources.
The person selected for this position will have the opportunity to:
- guide and mentor a team of engineers;
- oversee the development of individual permits under the state's Surface Water Discharge/NPDES permitting program;
- assist with further program development through the development of SOPs, training materials, and other program development work.
The successful candidate will not only be responsible for leading the day-to-day activities of a team of engineers, but will also have the opportunity to roll up their sleeves, get their boots dirty and perform the full range of duties of the team they oversee.
The state of South Dakota offers extensive training opportunities to build your skills and knowledge. The selected candidate will have the opportunity to attend in- and out-of-state conferences and workshops to grow their knowledge base and maintain continuing education obligations.
Licenses and Certifications:
To be considered for this position, applicants must be a South Dakota licensed Professional Engineer or have the ability to transfer an out of state PE license within six months of start date.
The Ideal Candidate Will Have:
The ideal candidate is someone with a Bachelors degree in any engineering discipline from an ABET accredited college. Previous management experience, experience in wastewater engineering and experience with a state NPDES permitting program is not required, but highly desired. This person will have a strong desire to lead and mentor staff. This person will have a history of approaching their work with a continuous-improvement mind-set. We are looking for someone who wants to serve the residents of South Dakota.
Knowledge, Skills, and Abilities:
Knowledge of:
- wastewater engineering;
- a statewide NPDES permitting program;
- inspection and investigation techniques;
- project management methods gained through project management experience;
- Microsoft Teams, Outlook, Word, Excel, and PowerPoint;
- Water quality modeling (QUAL2K, etc);
- state and federal regulations such as the Clean Water Act, ARSD, SDCL, or other applicable rules and regulations.
Skill to:
- establish and maintain effective working relationships and to build strong alliances among program partners;
- train staff in the full performance of modeling, permitting, compliance, and enforcement activities;
- review and monitor work activities and results for accuracy, compliance, and quality;
- organize the workload of a team of approximately four to eight engineers.
Ability to:
- establish goals and expectations for team members;
- motivate on an individual and team level to ensure consistency of work and achievement of goals;
- effectively plan, organize, and prioritize work activities for self and the team to meet schedules and deadlines;
- communicate effectively, both verbally and in writing;
- conduct meetings in-person and virtually to oversee productivity of team members and achieve stated objectives;
- create a positive work environment;
- work collaboratively in a team to protect South Dakota's water quality.
