The Department of Labor and Regulation (Department) is seeking a person to serve as Executive Director to supervise the operations of the Appraiser Certification Program (ACP). This position is responsible for ensuring compliance with state and federal laws concerning the real estate appraisal profession.

Duties and Responsibilities:

I. Provide leadership to the South Dakota ACP to establish and enhance continuity of operations by:

  • coordinating Advisory Council meetings and ensuring Department directives are carried out;
  • establishing goals and priorities for the ACP;
  • advising the Department and Advisory Council of laws, rules, issues, investigations, and other items to keep the Department and Advisory Council apprised and updated.

II. Fulfill all administrative needs of the ACP by:

  • handling Correspondence;
  • maintaining files and databases;
  • responding to contacts by licensees or public.

III. Serve as ACP liaison to applicants, licensees, and professional associations, government entities, and the general public.

IV. Interpret, implement, and administer federal and state statutes and administrative rules to ensure compliance.

V. Draft proposed rules or changes in statutes, monitor the rules promulgation process, lobby legislators and testify before legislative committees to ensure necessary laws and rules are created, updated and remain current and consistent with the uniform standards of professional appraisal practice.

VI. Oversee the following financial activities of the ACP to ensure proper control over revenues and expenditures:

  • monitor collection and deposits of revenues to the ACP;
  • approve vouchers for expenditures processed by the Department;
  • draft preliminary annual budget proposals;
  • maintain financial records and databases;
  • prepare and submit statistical reports as directed by the Department;
  • work with the Department to negotiate contracts for professional services needed by the ACP outside the scope of expertise of the Executive Director;
  • utilize state protocols for purchases, reimbursements, travel requests, and other administrative procedures as directed by the Department

The Ideal Candidate Will Have:

  • experience with the real estate buying process;
  • understanding of methods of valuation.

Knowledge of:

  • financial and real estate terminology;
  • administrative procedures;
  • licensing procedures.

Skills in:

  • Microsoft office and computer database programs;
  • drafting correspondence.

Ability to:

  • read, understand, interpret, apply, and explain statutes, regulations, procedures, and program processes to ensure compliance;
  • plan and organize work activities, adjust to multiple demands, and prioritize tasks to complete assignments and meet schedules and deadlines;
  • communicate effectively;
  • maintain records and prepare reports;
  • handle multiple priorities and adhere to deadlines.
