GIS Developers work closely with South Dakota GIS Administrators and state agency staff to create and maintain business applications on the statewide GIS platform. They perform software engineering work that is focused on partnering with clients to understand their business processes, then to identify, define, and build application solutions that will assist the agency in providing services to the citizens of the state. Incumbents work on applications that are of average complexity to complex enterprise-wide applications depending on their skills.

The ArcGIS platform is a series of capabilities that bring together maps, apps, data, and people to make smarter decisions and enable innovation. The State's GIS team plays a crucial role in the implementation of the ArcGIS platform and providing ongoing support for the state agencies who rely upon it and utilize it. Our mission is simple yet powerful: 1) enable user success, 2) broaden the impact of GIS, and 3) expand utilization of the State's ArcGIS technology platform to make better use of available GIS technology and solutions.

The GIS Developer position will coordinate, plan, and provide assistance in the creation, acquisition, preparation, maintenance, documentation, and overall administration of the State's enterprise-wide ArcGIS platform, GIS users, and GIS data for statewide GIS projects and initiatives.

The Ideal Candidate Will Have:

Degree in GIS or GIS related field is preferred and one or more years of software engineering experience.

Knowledge, Skills, and Abilities:

Knowledge of:

  • familiarity with GIS applications supporting major initiatives such as:
    • Broadband access;
    • NextGen 911 integration with trauma centers and ambulance routing
    • Wildfire mapping;
    • flood monitoring and mitigation;
  • GIS portal development and public-facing visibility strategies;
  • awareness of South Dakota interagency collaboration for GIS expansion and support.


Skill to:

  • strong blend of geospatial analysis, programming, and spatial database management skills;
  • utilize GIS programming languages including Python, SQL, JavaScript, and C++/C#.
  • experience building custom web maps;
  • experience migrating and modernizing web applications from Web AppBuilder to ArcGIS Experience Builder;
  • understanding of geoprocessing, vector/raster data, and modeling;
  • utilizing software engineering principles, tools, and processes such as version control Git), Agile/Scrum, and API development;
  • develop dashboards for end-user analytics and operational data tracking/reporting;
  • experience configuring, organizing, and making GIS data publicly accessible utilizing ArcGIS Open Data Hub;
  • assist with planning and facilitating platform-level upgrades, testing, and validation of outcomes post-upgrade;
  • configure maps, layers, pop-ups, and symbology in ArcGIS Pro and ArcGIS Online for internal and public facing applications;
  • create and facilitate presentations to diverse groups of people;
  • create technical documentation tailored to end-users of varying degrees of technical understanding;
  • coordinate, plan, and provide guidance in the administration of Statewide GIS initiatives and projects;
  • coordinate, plan, and provide guidance in the maintenance and use of spatial data and databases.
