The mission of the Department of Agriculture and Natural Resources (DANR) is to protect and preserve the state's agriculture, environment, and natural resources with the vision of a prosperous economy, diverse agricultural opportunities, clean air, clean water, and healthy families. The Environmental Funding Program supports this mission by helping communities improve essential water and wastewater infrastructure through state and federal grant and loan programs.
We are seeking a
Grant and Loan Specialist to join our Water and Waste Funding financial team. In this role, you will review and analyze funding applications, evaluate eligibility, and assess the financial capacity of applicants. This includes reviewing audits, budgets, financial statements, and other documentation to ensure projects are financially sound and meet program requirements. You will collaborate with engineering staff and applicants to clarify project details, resolve issues, and ensure applications are complete.
The position also assists in preparing funding recommendations, guiding applicants through the funding and loan closing process, and supporting various financial and administrative activities related to program operations. You will assist with loan portfolio management, support the financing activities of the State Revolving Fund programs, participate in reconciliation and reporting processes, and assist in the administration of other state grant and loan programs as needed. Additional responsibilities include reviewing payment requests, monitoring compliance with program rules, and preparing correspondence and program reports.
Based on the applicant's knowledge, skills, abilities, and work experience, this position may be hired as a Grant and Loan Specialist I or a Grant and Loan Specialist II position at the appropriate rate for the level hired. The Ideal Candidate Will Have:
A Bachelor's degree in Public Administration, Business Administration, Accounting, or a related field.
Knowledge of:
- public finance as it relates to infrastructure financing and capital improvement budgeting;
- methods, procedures, and purposes of financial analysis;
- Microsoft Office products (Excel, Word, and Access).
Skill to:
- provide strong analytical, problem solving, communication, and interpersonal services.
Ability to:
- interpret and comprehend applicable statutes, rules, and policies;
- gather, interpret, report, and use information concerning assigned activities;
- assess program effectiveness and recommend changes or alternatives;
- train and provide guidance to staff and service users;
- review and analyze grant and loan requests to include calculation of debt service capacity;
- prepare grant applications, preliminary budget requests, and annual reports;
- establish and maintain effective working relationships with staff and the public;
- work in a timely and efficient manner and adhere to deadlines;
- communicate information concisely and effectively.
