The South Dakota Department of Agriculture and Natural Resources' (DANR) Resource Conservation and Forestry (RCF) division is hiring a
Grants and Loans Specialist to administer federal grants and loan programs. Primary duties include preparing and overseeing the division's US Forest Service (USFS) and USDA Natural Resources Conservation (NRCS) federal grant applications, assisting program staff with monitoring of USFS and NRCS federal grants, coordination with the department's fiscal office on grant and loan balances, submitting monthly, quarterly and annual progress reports from division staff, ensuring that federal grants comply with federal grant requirements, and administering grant subawards to other entities and ensuring that these entities comply with all requirements. Other duties include the creation of policies and forms to ensure that division and sub-grants comply with federal policies, the formation and maintenance of standard operating procedures (SOPs) for monitoring federal and state grant processes, maintaining grant files, and taking the lead for the division on financial reviews with the US Forest Service and Natural Resources Conservation Service.
This person will administer the division's Revolving Loan Program to conservation districts. This person will also assist division staff with secretarial assistance as directed.
This is a Full-Time position, expected to work in the office during normal working hours from 8:00 a.m. to 5:00 p.m., Monday - Friday. Some overtime may be needed on an occasional basis. Licenses and Certifications:
The successful candidate must have a valid South Dakota driver's license.
The Ideal Candidate Will Have:- good working knowledge of accounting and/or grant administration methodology and techniques;
- college degree in business or accounting;
- working knowledge of current and past versions of QuickBooks Pro and the ability to share that knowledge with c onservation districts;
- knowledge of federal grant regulations and procedures especially those pertaining to the USFS and NRCS;
- organization skills;
- good analytical skills;
- good writing and public speaking skills.
Knowledge of:
- proper accounting techniques and a working knowledge of QuickBooks Pro. The successful candidate will be required to develop these skills if they do not have these when hired;
- federal grant regulations and procedures especially those pertaining to the USFS and NRCS. The successful candidate will be required to develop this knowledge if they do not have these when hired;
- public administration as it related to program activities;
- methods, procedures, and purpose of financial analysis;
- applicable federal and state laws, rules, and regulations;
- departmental policies and procedures;
- basic principles and terminology of data processing.
Skill to:
- maintain all grant files grant files in an orderly manner;
- work with a variety of partners who might not be familiar with federal grant writing or reporting;
- host meeting on Zoom and/or Microsoft Teams;
- work with a variety of federal, state, local government and other partners.
Ability to:
- assess program effectiveness and recommend changes or alternatives;
- train and provide guidance to staff and service users;
- work with division staff to develop or review grant proposals, preliminary budget requests, and reports;
- communicate information concisely and effectively.
