The primary role of this position will be to ensure the community based developmental disabilities system continues to progressively evolve with the changing needs of South Dakotans with ID/DD.

The HCBS Program Administrator is responsible for the implementation of the HCBS waiver programs operated by DDD. Overseeing the intake to waiver services and the operations of the Family Support 360 and CHOICES HCBS waivers, the administrator will be responsible for enabling persons and families to receive person-centered planning and services.

Key Responsibilities:

  • Accountability for HCBS Waiver Program Operations: Direct oversight of program operations for compliance with state and federal statute, rules, and policy.
  • Manage resources and provide budget oversight and tracking for programs. Lead efforts to increase program effectiveness. Leads response to any Corrective Action Plans.
  • Maintain and Enhance Provider Network: Design and implement processes for adding care and case management providers to network; partner with provider network to enhance care and case management for participants.
  • HCBS Waiver Maintenance: Manage waiver amendments and accompanying updates to rules, regulations and policies.
  • HCBS Waiver Reporting: Responsible for adhering to and monitoring of CMS reporting requirements, in collaboration with DSS and CMS on waiver reporting and administration.
  • Serve as the agency subject matter expert for HCBS policy requirements.
  • Coordinate, lead and facilitate stakeholder engagement and communication strategies related to HCBS services and waiver amendments and renewals.
  • Serve as business owner for information systems that support HCBS waiver program operations.
  • Develops and leads managers of Family Supports, CHOICES and Intake teams.
  • This position requires some in-state travel


The Ideal Candidate Will Have:

10 years of experience in developmental disabilities services, social work, psychology, or other human service-related fields, with 2 in a leadership position, is preferred.

Knowledge of:
  • theories and concepts related to social work, psychology, human services and disability practices;
  • services and supports for children and adults with intellectual and developmental disabilities;
  • person centered practices and people first language;
  • program administration, including financial tracking and reporting;
  • current and innovative disabilities services;
  • human services programs; and,
  • relevant state and federal laws, rules and regulations relating to home and community based services for people with intellectual and developmental disabilities.

Ability to:
  • establish and maintain effective and collaborative working relationships;
  • work independently;
  • demonstrate compassion, respect and courtesy when interacting with others;
  • actively interpret, elicit needed information, and communicate information effectively and accurately;
  • interpret and apply state and federal laws, administrative rules and program guidelines;
  • train and advise program staff and service providers;
  • assume initiative with minimal supervision;
  • gather and analyze data, reason logically and accurately, and solve problems; and,
  • prepare clear and concise documentation, reports, and correspondence.
