Job Description: We are looking for a detail-oriented and proactive
Internal Control Officer to join our team. In this role, you will assess, develop, and implement internal control systems to safeguard our department's assets and ensure compliance with relevant regulations and laws. The Internal Control Officer will play a critical role in ensuring the integrity and compliance of operations within our organization. They will be responsible for evaluating and monitoring internal control systems, identifying risks, and implementing measures to mitigate those risks and provide valuable insights and recommendations to improve business processes. This role requires meticulous attention to detail, strong analytical skills, and a comprehensive understanding of internal controls, including adequate segregation of duties.
Key Responsibilities: - Risk Assessment and Control Identification: Reviews internal controls, policies, and procedures for effectiveness. Determines whether a system or function is operating according to department procedures and guidelines and conducts efficiency analysis on procedures and systems to pinpoint vulnerabilities and assess the effectiveness of current control measures.
- Monitoring: Conduct internal control reviews covering financial, operational, compliance, and reputational internal control risks.
- Process Analysis: Analyze processes to ensure adequate segregation of duties are in place. If there are weaknesses in the segregation of duties, ensure adequate controls are in place to mitigate risks.
- Reporting: Identifies discrepancies, risks, and other problems, then reports findings to the Division Directors; recommends appropriate corrective measures.
- Technical Guidance: Provide expert advice and support to staff on best practices in internal controls and compliance. Help divisions evaluate the State Board of Internal Controls Risk Control Matrix to ensure it captures current risks and controls. Help Divisions develop adequate controls to mitigate risks.
- Control Testing and Review: Design and execute testing plans to assess the effectiveness of internal controls, documenting findings and recommending necessary improvements.
- Process Improvement: Develop strategies to streamline work processes, overseeing the implementation and testing of new procedures to enhance operational integrity.
- Training and Education: Develop and conduct training sessions to promote understanding of internal control principles and compliance requirements to each Division.
- Collaboration: Collaborate with stakeholders from various departments to foster a culture of compliance and risk management.
- Continuous Monitoring: Monitor the effectiveness of implemented controls and recommend adjustments as necessary to address evolving risks.
The Ideal Candidate Will Have:- Bachelor's degree in accounting, finance, business administration, risk management or related field.
- Two years of experience in governmental accounting, internal controls, risk management, auditing, federal compliance, or related fields.
Knowledge of:
- Internal control frameworks and risk management principles.
- Relevant regulations and compliance standards (e.g., Generally Accepted Accounting Principles (GAAP), Committee of Sponsoring Organizations (COSO), International Organization for Standardization (ISO)).
- Best practices in operational efficiency and process improvement.
- Data analysis tools and techniques.
Skills:
- Strong analytical and problem-solving skills.
- Proficiency in Microsoft Office Suite.
- Strong communication and interpersonal skills for collaboration with diverse teams.
Ability to:
- Identify and assess risks and control weaknesses effectively.
- Work independently and manage multiple projects simultaneously.
- Develop clear and actionable reports.
- Interview key staff during internal control reviews.
- Train and educate staff on internal control practices.
- Adapt to changing regulations and organizational needs.
- Foster a culture of accountability and compliance within the organization.
