Introductory Statement / Purpose:

This position provides program-level coordination and oversight for employer-focused workforce initiatives administered by the South Dakota Department of Labor & Regulation. The role is responsible for managing program operations, developing and maintaining policies and guidance, ensuring compliance with applicable state and federal requirements, and exercising independent judgment related to program approvals, denials, and corrective actions.

Responsibilities include oversight of virtual workforce events and workshops, vendor coordination and contract development, data analysis and reporting, administration of the Incumbent Worker Training program, SDWORKS employer account authorization and compliance, and Foreign Labor Certification (H-2B) application review and oversight.

The position serves as a key point of coordination with internal staff, employers, vendors, and external partners, supports consistent and timely service delivery, and contributes to continuous improvement of employer services and program integrity. The role may represent the agency to employers and the public.

Responsibilities:

Online Events & Workshops:
  • Manage and oversee virtual workforce events and workshops for businesses including knowledge sharing events, career fairs, layoff assistance resource sessions, and other events as needed.
  • Facilitate communication and coordination across internal teams and external partners.
  • Oversee vendor coordination and contract processes, including writing of new contracts and renewals.
  • Data analysis and reporting.

Incumbent Worker Training:
  • Create and update program policy and guidance
  • Providing training and technical support to staff
  • Application/contract review to approve or deny funding received.
  • Ensure consistency, compliance, and effective service delivery.
  • Monitor files for compliance.

SDWORKS Employer Accounts:
  • Review and approval of Third-Party Agent access requests and employer account authorizations.
  • Assign new employer accounts to Business Services team for verification and resolution of account issues.
  • Identify, coordinate, and resolve employer account clean-up to ensure compliance and system accuracy.
  • Create and update policies and guidance.

Foreign Labor Certification (FLC):
  • Review H-2B applications for regulation compliance. Approve or deny dependent on findings.
  • Utilize internal tracking tools and documentation to ensure compliance.
  • Reporting and program oversight.

Licenses and Certifications:

National Career Readiness Certificate (NCRC) Gold Level or higher preferred. If you possess a National Career Readiness Certificate, please submit the certificate with your application. A certificate is not necessary to be considered.

The Ideal Candidate Will Have:

Experience working with workforce or employer-focused programs, the ability to manage multiple priorities, and strong communication skills to effectively collaborate with internal teams and external stakeholders. Familiarity with state and federal program requirements and data tracking systems is preferred.

Knowledge of:
  • state and federal workforce program rules, regulations, and guidance;
  • administrative and operational processes related to government programs;
  • data tracking, reporting, and documentation practices; and
  • computer systems and Microsoft Office applications.

Ability to:

  • interpret and apply program policies, procedures, and guidance;
  • coordinate workflows and monitor timelines across multiple programs;
  • maintain accurate records and tracking tools;
  • analyze processes and identify opportunities for improvement;
  • communicate clearly and professionally with staff, employers, and partners;
  • manage competing priorities and meet deadlines;
  • work independently while contributing effectively as part of a team; and
  • establish and maintain effective working relationships.
