The purpose of this position is to research and evaluate issues affecting the licensing and regulation of medical professionals and occupations governed by the Board of Medical and Osteopathic Examiners (BMOE). The Management Analyst develops recommendations for statutes, administrative rules, policies, and procedures as needed for the BMOE The Management Analyst develops, organizes, and directs the BMOE Advisory Councils. The Management Analyst analyzes and monitors legislation determining its impact on the BMOE and the state. The Management Analyst evaluates and recommends changes to organizational structures and programs and researches and implements new programs and/or projects to improve the effectiveness and efficiency of the BMOE. The Management Analyst drafts documents for potential legislation and administrative rules and presents the documentation as needed.
Licenses and Certifications: Medical Board Licensing Specialist Certification
The Ideal Candidate Will Have:
Medical licensing experience and a degree within the biological or medical sciences or a paralegal degree.
Knowledge of:
- Has a working knowledge of medical terminology and the practice of various medical professions; applicable state laws and administrative rules.
- Has a working knowledge of resources useful to the healthcare field, data system principles, and web navigation technique.
Skills to:
- Develops, organizes, and directs BMOE Advisory Council and BMOE staff projects to ensure goals and objectives are achieved.
- Provides BMOE management and users with information on the purpose of projects.
- Conducts feasibility studies to gather and analyze project data.
- Recommends and implements projects.
- Provides reports to BMOE management on the ongoing status of projects.
- Compiles performance indicators and project workload information.
- Studies optional solutions, determines best possible approach, and recommends actions to management.
- Prepares reports relevant to the BMOE.
- Briefs BMOE management with final recommendations regarding project outcomes.
- Conducts research on programs or special projects and carries out project activities associated with research/study findings to ensure the needs of the BMOE are met.
- Write clear and concise summaries of research results;
- Organizes and presents findings that are understandable and usable.
- Converts BMOE instructions into instructional documents.
- Provides attention to detail - attends to all details of assignments and completes work properly, accurately, and thoroughly.
- Communicates by listening attentively to others to then convey information and ideas.
- Demonstrates decisiveness by exercising sound judgment when making decisions and taking prompt, decisive action.
- Displays a high level of effort, initiative and commitment toward completing assignments and goals.
- Analyzes pending legislation and determines its impact on the BMOE and the citizens of the state.
- Tracks and monitors state and federal legislation related to the BMOE
- Develops bill briefs and informational materials to support proposed BMOE legislation.
- Reports to the BMOE on the status of state and federal legislation.
- Develops draft BMOE administrative rules resultant of state legislation and drafts state legislation in response to federal legislation
Ability to:
- Presents BMOE Advisory Council business to the BMOE at its quarterly meetings and as needed.
- Works independently - complete duties without over-reliance upon others for direction or support.
- Works with other state and public agencies as needed to obtain information for projects.
- Conducts Administrative Rules hearings for the BMOE and presents to the Legislative Interim Rules Review Committee
- Monitors and reports on legislative and other agency committee meetings.
- Performs other BMOE work as assigned.
