The Department of Health Office of Health Statistics is looking for a Program Manager to coordinate the Youth Risk Behavior Survey (YRBS), Behavioral Risk Factor Surveillance System (BRFSS) survey, and co-lead the State Health Improvement Plan (SHIP) and State Health Assessment (SHA) workgroups, along with a broad range of additional duties.
The South Dakota Department of Health administers the Youth Risk Behavior Survey (YRBS) to monitor health related behaviors among high school students across the state. Conducted every two years in partnership with the CDC, the survey collects anonymous, representative data on behaviors related to injury prevention, substance use, physical activity, nutrition, and other key health areas. Results help the Department track trends, identify emerging concerns, and guide public health programs and policies that support the wellbeing of South Dakota youth.
Youth Risk Behavior Survey Coordinator duties include, but are not limited to the following:
- Working with federal partners to develop, secure, and manage grant funds for the administration of the high school student survey.
- Working with internal and external stakeholders in the development of the YRBS questionnaire every two years to gather the most useful data for state programs.
- Serving as the liaison between schools and federal partners to administer the survey, coordinate the administration of the survey, and data documentation. This may include travel to high schools to discuss and/or administer the survey.
The South Dakota Department of Health conducts the Behavioral Risk Factor Surveillance System (BRFSS) in partnership with the CDC as an annual, telephone-based survey of noninstitutionalized adults aged 18 and older. It gathers state-specific data on health-related risk behaviors, chronic health conditions, and preventive service use, combining standardized CDC questions with a few state-added items. Participation is voluntary and confidential, with random sampling of landline and cell phone numbers, and results are aggregated to inform public health planning and evaluate statewide initiatives addressing chronic disease, mental health, and preventive care
Behavioral Risk Factor Surveillance System Coordinator duties include, but are not limited to the following:
- Working with federal partners to develop, secure, and manage grant funds for the administration of this survey to adults in South Dakota.
- Coordinating the development of the questionnaire each year with stakeholders to create a questionnaire which gathers the most useful data for state programs.
- Serving as liaison with the BRFSS survey contractor. Duties include but are not limited to: monthly invoices and payments and to monitor interviewers as they administer the survey for verification of survey protocols and documentation set forth by the federal agency and the state.

State Health Improvement Plan (SHIP) and State Health Assessment (SHA) Co-Lead duties include, but are not limited to:
- Coordinating the continuing work on the SHA and the SHIP.
*The SHA marks a significant milestone in our ongoing journey to advance public health by providing a comprehensive view of the health landscape, highlighting valuable data to pinpoint critical health issues, and identifying existing best practices and impactful programs.
*The corresponding SHIP serves as a five-year strategic framework for developing and implementing community health improvement strategies and continues to emphasize statewide collaboration and alignment. Using the 2023 SHA as a data foundation, the 2024-2028 SHIP includes health priorities, aims, goals, measurable objectives, strategies, and assets. The SHIP will contribute to the ongoing monitoring of community health needs, health disparities, and high-risk populations, which is needed to identify barriers and take action to find solutions.
The Ideal Candidate Will Have:Prior experience in the following areas:
- Grant writing, grant management, and overseeing the dispersion of grant funds
- Contract writing and execution
- Survey development and administration
- Power BI software
Knowledge of:
- Fundamental data principles
- Microsoft Office software to prepare reports
Skill to:
- Demonstrate effective time management principles to plan, schedule, and manage multiple tasks;
- Communicate effectively to establish and maintain effective working relationships with high school personnel in the administration of the YRBS survey to meet the needs of the school along with protocols set forth by CDC;
- Conduct and participate in meetings with DOH program managers to assess program data needs; and
- Compile data and provide detailed documentation of program activities.
Ability to:
- Develop and implement program policies and procedures to ensure achievement of grant activities;
- Analyze and evaluate program plans and make recommendations for program improvement; and
- Read and comprehend technical narrative material including manuals, handbooks, and instructional memoranda for application to daily work.
