The Office of Recoveries & Fraud Investigations identifies situations where social services benefit programs were obtained inappropriately and identifies and seeks recovery when the state is owed money if social services program benefits were overpaid due to error, fraud, or if other resources are responsible to pay first. The Policy/Data Analyst is responsible for reviewing processes, reviewing and developing policies and procedures, conducting research and surveys, and data collection and analysis. This position will work collaboratively with our recovery, third party liability, and fraud investigation efforts to ensure consistent operations across the team.
Knowledge, Skills, and Abilities: Knowledge of:
- data collection process
- data analysis techniques
- research or survey methodology
- policy and procedure development
- public assistance programs, objectives, and delivery methods and procedures (preferred but not required);
Ability to:
- evaluate and monitor program operations, identify problem areas and envelop and implement resolutions;
- research and analyze data, reason logically and accurately; draw valid conclusions based on facts or evidence; and correctly interpret and apply policy;
- demonstrate compassion, respect, courtesy and tact when interacting with others;
- communicate information clearly and concisely, verbally and in writing;
- prepare clear and concise documents and reports;
- develop case review procedures, identify negative trends and formulate recommendations for correction action;
- utilize computerized data systems (Microsoft Word, Excel and Power BI preferred but not required);
- oversee the implementation and maintain all new or revised policies and procedures including providing direction to staff for the successful transition to a centralized process;
- compare information and recognize discrepancies; and
- establish and maintain effective working relationships with others.
This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
