What you will do:

The Division of Behavioral Health within the Department of Social Services is responsible for the oversight of publicly funded behavioral health services provided for eligible youth and adults in the community through contracted agencies. The Division of Behavioral Health is looking for an individual who is committed to service, has excellent communication and organizational skills, and is dedicated to operationalizing services to help individuals with behavioral health needs achieve resilience and recovery. This position is responsible for the oversight, development, implementation, coordination, maintenance, and monitoring of behavioral health support services including but not limited to peer support and supported housing for individuals with substance use concerns. This position will supervise a team of staff which oversees the behavioral health support services program. The primary duties associated with this position include:

  • Oversee and manage the publicly funded behavioral health support services delivered statewide by contracted providers;
  • Provide oversight of the integrity and fidelity of the service delivery;
  • Provide technical assistance to program staff, other agencies and clients receiving support services to ensure programs operate within set standards and are delivered efficiently and effectively;
  • Provide guidance to agencies delivering services to assist in achieving goals and objectives and problem-solving when goals are not met;
  • Collaborate with stakeholders and contracted providers through conducting meetings, workgroups, site visits, etc.;
  • Provide direction and support to staff to perform assigned job duties and functions of program;
  • Serve as a liaison between service providers and consultants;
  • Maintain accurate information on the Department's website to inform the public of the available resources;
  • Prepare requested reports, maintain various databases, review trends on utilization, and assist with budgeting;
  • Gather and analyze data, reason logically and accurately, and solve problems utilizing reasoning and resourcefulness;
  • Process, review and prepare financial forms/invoices for payments;
  • Provide support to team members as needed;
  • Occasional travel and public speaking are expected.


The Ideal Candidate Will Have:
The ideal candidate will have a minimum of 4 years of work experience in the behavioral health field. Preferred candidates will have experience working within the publicly funded behavioral health provider system in South Dakota and also have proven experience managing projects/programs and supervising staff.

Knowledge of:

  • evidence-based/best practices in behavioral health support services; including implementation and fidelity;
  • applicable state and federal laws, rules and regulations;
  • the state funded behavioral health provider system.


Skill to:

  • write and communicate effective and efficiently;
  • exercise independent judgment within established guidelines;
  • successfully plan and organize work activities, adjust to multiple demands, and prioritize tasks to complete assignments and meet deadlines;
  • conceptualize needed change and initiate appropriate activities to move from concepts to implementation;
  • prepare clear and concise documentation, reports and correspondence that reflect relevant facts;
  • navigate Excel, Word, Outlook and other basic computer programs efficiently.


Ability to:

  • create and provide training, education, and presentations to staff, providers and the public both in person and virtually;
  • manage staff and programs;
  • establish and maintain effective and collaborative working relationships with stakeholders and providers;
  • develop, interpret, and apply administrative procedures;
  • monitor support service programs while evaluating for efficiency and effectiveness;
  • understand concepts related to client confidentiality;
  • demonstrate compassion, respect, courtesy and tact when interacting with others;
  • display confidence and innovation.


This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
