Public Works Operations Supervisor - Assistant to the Public Works Director

The Public Works Operations Supervisor serves as the primary operational support to the Public Works Director and is responsible for coordinating daily field activities, supervising seasonal personnel, and assisting with the maintenance and operation of the City's infrastructure, facilities, utilities, parks, and equipment. This position combines hands-on maintenance responsibilities with supervisory and administrative duties to ensure the efficient delivery of public works services.

The Operations Supervisor acts as a lead worker within the department and may assume operational responsibilities in the absence of the Public Works Director.

Essential Duties and Responsibilities

Operations and Maintenance

  1. Assist the Public Works Director in planning, organizing, and completing all city maintenance, repair, and infrastructure improvement activities.
  2. Perform and oversee maintenance of:
    • Streets, alleys, sidewalks, and parking areas
    • City parks, campground facilities, and recreational areas
    • Municipal buildings and grounds
    • Water, wastewater, stormwater, and natural gas utility systems
    • City-owned vehicles, equipment, and tools
  3. Coordinate and participate in road maintenance activities including grading, patching, signage installation, vegetation control, and related repairs.
  4. Assist with snow and ice control operations, including:
    • Snow plowing
    • Sanding and de-icing
    • Sidewalk clearing
    • Equipment preparation and maintenance
    • Emergency winter response activities
  5. Assist with operation and maintenance of the City Pool, including:
    • Facility and equipment maintenance
    • Water quality testing and monitoring
    • Chemical handling and reporting
    • Compliance with all applicable state regulations
  6. Participate in utility maintenance and emergency response activities, including water main breaks, sewer system issues, natural gas repairs, and service interruptions.

 

Administrative and Supervisory Functions

  1. Assist the Public Works Director with department administration, including:
    • Inventory management and control
    • Recordkeeping and maintenance reporting
    • Work order tracking
    • Natural gas system reporting and compliance documentation
    • Asset management activities
  2. Assist Park Supervisor to recruit, interview, hire, train, schedule, supervise, and evaluate seasonal and temporary maintenance personnel.
  3. Assist Park Supervisor to develop and implement training programs and safety procedures for seasonal staff.
  4. Assist Parks Supervisor to monitor employee compliance with safety policies, procedures, and regulatory requirements.
  5. Assist in maintaining department certifications and licensing requirements and encourage workforce development opportunities.
  6. Assist with preparation and monitoring of departmental budgets and expenditures.
  7. Attend City Council, committee, board, and staff meetings as assigned and provide operational updates and reports.
  8. Respond to citizen concerns and service requests in a professional and timely manner.
  9. Participate in departmental planning, project coordination, and long-range infrastructure discussions.
  10. Perform other related duties as assigned.

Qualifications

Minimum Qualifications

  • High school diploma or GED.
  • Four (4) to six (6) years of progressively responsible experience in public works, utilities, construction, equipment operation, or municipal maintenance.
  • Valid South Dakota driver's license.

Preferred Qualifications

  • Supervisory or lead worker experience.
  • Commercial Driver's License (CDL) or ability to obtain within a specified timeframe.
  • South Dakota Water Distribution and/or Wastewater certifications.
  • Commercial Pesticide Applicator License.
  • Experience with natural gas system operation, installation, and maintenance.
  • Technical training, trade certification, or associate degree in a related field.

Working Conditions

  • Work is performed both indoors and outdoors in a variety of weather conditions.
  • Frequent exposure to moving equipment, traffic, utilities, chemicals, and construction-related hazards.
  • Requires lifting, carrying, pushing, pulling, climbing, bending, and prolonged standing or walking.
  • Must be available for emergency response, utility outages, snow removal operations, and other after-hours situations.
  • Participation in an on-call rotation may be required.
