The primary role of this position will be to ensure the community based developmental disabilities system continues to progressively evolve with the changing needs of South Dakotans with ID/DD.
The Quality Administrator plans, develops, and implements the quality assurance and improvement programs for DDD. This position will establish quality standards and expected outcomes, oversee provider certification, monitoring of quality assurance activities, incident management, mortality review, and develop initiatives including providing technical assistance to providers, case managers, and family support coordinators to address issues in home and community-based services. The administrator will also lead and develop the manager of the health and wellness team within DDD to integrate quality management and clinical functions.
Key Responsibilities:
- Quality and Performance Improvement: Assess, improve and implement a robust continuous quality assurance and improvement system that develops, measures and monitors performance indicators for each HCBS waiver assurance, provider performance in adherence to rules, regulations, policies and procedures, as well as achievement of personal outcomes for the people served.
- The Administrator will also oversee processes to require and support the provision of trained staff at all levels of the service system to ensure individualized and effective supports and services.
- Protection of Rights: Assess, improve and implement an effective program of oversight to ensure individual rights are protected.
- Protection from Harm: Maintain a system of reporting, monitoring, investigation, and corrective action in critical areas of abuse, neglect, and exploitation, with tracking and trending of data to identify and intervene where people may be at increased risk. Oversees mortality review process.
- Qualified Providers: Assess, improve and implement an effective quality and performance management program and applicable policies and procedures through monitoring, measurement and program evaluation on a regular and routine basis. Advance best practices in provider network through ongoing education, information, training, and research. Liaison with Department of Health for life, safety and licensing.
- Satisfaction: Evaluate the satisfaction of people and families receiving services to inform continuous quality improvement.
- Review and coordinate efforts in the DDD Quality Management System. Review data for trends and make recommendations for information sharing and capacity building for DDD staff and providers. Identify when there are systems barriers in place and make recommendations to the DDD Executive Team for changes.
- Lead and develop managers of the Health and Wellness and Provider Quality teams.
This position requires some in-state travel
The Ideal Candidate Will Have: 10 years of experience in developmental disabilities services, social work, psychology, or other human service-related fields, with 2 in a leadership position, is preferred.
Knowledge of:
- best practices, regulations, and standards in the field of developmental disabilities services;
- the goals, objectives, principles, and practices of human service administration and program operations;
- the laws and regulations governing the provision of services to individuals with IDD; and,
- the principles and practices of effective supervision.
Ability to:
- effectively communicate with staff, stakeholders, and regulatory bodies;
- read and interpret policies, procedures, and regulations;
- multitask with a variety of projects/assignments;
- develop and implement program policies and procedures;
- interpret data, identify trends, and make informed decisions on quality trends using data analysis techniques; and,
- work independently and collaboratively in a fast-paced environment.
