The primary role of this position will be to ensure the community based developmental disabilities system continues to progressively evolve with the changing needs of South Dakotans with ID/DD.

This position will be responsible for administering human services programs to include coordination, monitoring, maintenance and analysis of data and information obtained through DDD continuous quality improvement efforts, and Council on Quality and Leadership accreditation and interviews. This position will supervise DDD's Provider Quality team. This position will assume a lead role in analyzing critical incident report data trends and provide recommendations to DDD staff for follow-up and action steps, which may include an on-site observation, root cause analysis, functional analysis assessment, person-centered thinking practices and/or a recommendation of a positive behavior support plan. This position will conduct trend analysis of the aforementioned data and information as well as develop and facilitate systemic training opportunities for DDD staff and state-wide stakeholders.

This position will conduct reviews to ensure compliance with state and federal rules and regulations, provide technical assistance, and implement systems change efforts. This position will work directly with community providers, system partners, and stakeholders to assure the health, safety, and welfare of program participants. In addition, this position works to ensure people with intellectual and developmental disabilities are provided with options and choices to be active participants and contributing members of their communities.

This position requires some in-state travel.

The Ideal Candidate Will Have:

Knowledge of:

  • best practices, regulations, and standards in the field of developmental disabilities services;
  • the goals, objectives, principles, and practices of human service administration and program operations;
  • the laws and regulations governing the provision of services to individuals with IDD; and
  • the principles and practices of effective supervision.


Ability to:
  • effectively communicate with staff, stakeholders, and regulatory bodies;
  • read and interpret policies, procedures, and regulations;
  • multitask with a variety of projects/assignments;
  • develop and implement program policies and procedures;
  • interpret data, identify trends, and make informed decisions on quality trends using data analysis techniques; and
  • work independently and collaboratively in a fast-paced environment.
