Department: Recreation Position: Recreation Technician Status: Full-Time FLSA: Non-Exempt
GENERAL STATEMENT OF DUTIES:
This is an entry level position that performs a variety of professional and administrative tasks that assist the Recreation Supervisor with planning, developing, implementing, and directing the operations of a year-round city-wide recreation department and its programs.
SUPERVISION RECEIVED/EXERCISED:
This position advises and serves under the direction of the Recreation Supervisor and the Director of Parks and Recreation. This position exercises direction over seasonal Recreation program staff.
ESSENTIAL DUTIES:
- The Recreation Technician will have the ability to work or be available to work weekends, mornings, evenings, and special events.
- Assists in planning year-round recreation programming, management and maintenance of sport fields/courts, aquatic facility, Armory, skate park, and other recreation program facilities.
- Assists Parks and Recreation Department in coordinating a Wellness Program for City Employees.
- Assists in preparing annual budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
- Directs and instructs seasonal/part-time recreation program staff and assigns duties as needed.
- Reviews programs while implementing changes and instructs classes/activities as needed to meet recreational needs of the community.
- Assists the Parks and Recreation Department with news releases, brochures, and advertising.
- Develops and implements social media/website postings for the Parks and Recreation Department. Keeps the public informed of information regarding upcoming programs, changes, cancellations, etc. Social media may consist of Facebook, Twitter, etc.
- Directs and assists with the maintenance of athletic fields and parks. This includes mowing, sports field marking, and maintenance of turf. In addition, assists with debris, ice, and snow removal duties as needed.
- Assists in scheduling of Parks and Recreation facilities including athletic fields, the aquatic facility, park space & shelters, alongside any other community-wide events utilizing City parks or recreation facilities.
- Takes a leadership role in tournaments and special events.
- Reviews existing recreational programs, assesses the program needs, and implements changes as required in scheduling or location of programs.
- Assists in seasonal staff recruitment and hiring process.
- Assists in maintaining records of aquatic facility staff certifications; Red Cross WSI, Lifeguarding, etc.
- Manages the National Guard Armory’s usage including scheduling with National Guard, Public schools, USD, auctions, general public, etc.
- Acts as a liaison to area Sports Associations and leagues as needed.
- Responds in a timely and effective manner to all correspondence involving the Recreation Department.
- Assists Recreation Supervisor with all aspects of the Department’s online registration software.
- Assists other City Departments and performs other duties as assigned.
MINIMUM QUALIFICATIONS – EDUCATION AND EXPERIENCE:
To perform this job successfully, an individual must be able to perform each duty satisfactorily. A qualified candidate will possess one of the following two options:
- Bachelor’s Degree in Public Recreation, Sports Management, or closely related field with some to one (1) year of experience.
- Combination of any education with three (3) years of experience in Public Recreation, Sports Management, or closely related field.

- Thorough knowledge and practical use of:
- The principles and practices of modern recreation programming.
- Use of social media to promote the Recreation Department and keep community updated.
- Equipment and facilities required in a comprehensive recreation program.
- Equipment and facilities related to aquatic programs and swimming pools.
- Equipment needed to properly maintain athletic fields.
- Scheduled once a month (on a paid weekend day) during the pool season to check/monitor the aquatic facilities.
SPECIAL REQUIREMENTS/QUALIFICATIONS:
- Obtain Pesticide Applicators License within 1 year of employment.
- Obtain Certified Pool Operator License within 1 year of employment.
- Valid State of South Dakota driver’s license.

- While performing the duties of this job, the employee is occasionally exposed to vehicle traffic, and construction activities.
- The noise level in the office environment is usually quiet, while the field environment may be loud.
- Heat, humidity, cold, and other environmental conditions. Snow, ice, sleet, mud, rain, hail, wind, and other elemental factors can be apparent on a Recreation Technician’s Day.
