The Reentry Program Manager provides statewide strategic leadership, program management, and administrative oversight for South Dakota Department of Corrections (SDDOC) Reentry Program. The position establishes direction and maintains the integrity of the department's reentry model while ensuring consistent, coordinated transition practices across correctional facilities, clinical services, education and programming, parole, and community systems.

The Reentry Program Manager leads the development, implementation, and continuous improvement of reentry practices that prepare individuals for successful transition from incarceration to the community. The position provides direction to reentry staff and cross-functional partners, develops community partnerships, oversees policies and processes, manages resources, monitors outcomes, and provides leadership with information and recommendations to improve reentry services.

Essential Duties and Responsibilities:

Statewide Program Leadership

• Establish statewide direction and priorities for reentry services consistent with SDDOC policy, evidence-based practices, strategic priorities, and executive direction.

• Maintain the integrity and effectiveness of the department's reentry model, including assessment, program progression, release planning, referrals, and service coordination.

• Directly supervise, coach, evaluate, and assign work to designated reentry staff and provide statewide direction and coordination to reentry-related staff and processes.

• Ensure effective release-planning practices connect individuals with appropriate programs, services, resources, and supports before and following release and address system barriers that may interfere with successful transition.

• Coordinate reentry efforts among facility staff, case management, clinical and behavioral health services, education and programming, parole, reentry staff, and community providers.

Community Partnerships and Resources

• Develop and maintain partnerships with state agencies, local governments, community organizations, service providers, employers, educational institutions, and other stakeholders that support successful reentry.

• Build and maintain a statewide network of resources addressing housing, employment, education, transportation, health and behavioral health, substance use, identification and vital records, basic needs, and pro-social support.

• Represent SDDOC in community and interagency meetings, workgroups, committees, and initiatives related to reentry and transition services.

• Coordinate community engagement activities, resource opportunities, and other initiatives that expand access to services before and following release.

Data, Resources, and Accountability

• Establish and monitor key performance indicators and measures for reentry services.

• Collect, analyze, and report data related to assessments, release planning, referrals, services, community connections, housing, and other reentry outcomes.

• Use performance information to identify trends, gaps, barriers, and opportunities and make recommendations regarding program priorities and resource allocation.

• Provide executive briefings, reports, recommendations, presentations, and decision support regarding reentry performance, risks, resource needs, and strategic initiatives.

The Ideal Candidate Will Have:

  • bachelor's degree from an accredited college or university in criminal justice, corrections, social work, public administration, human services, education, or a related field; or five years of progressively responsible experience in corrections, reentry, case management, transition services, community corrections, or a related field.
  • supervisory or management experience demonstrating the ability to lead staff, establish priorities, manage performance, and coordinate complex work.
  • experience developing, implementing, evaluating, or managing programs, services, or complex operational processes.
  • experience working collaboratively with internal and external stakeholders.


Knowledge, Skills and Abilities:

  • knowledge of corrections, reentry, transition planning, risk and needs principles, and evidence-based practices.
  • knowledge of community-based services and resources that support successful transition from incarceration.
  • ability to lead statewide programs, establish consistent expectations, and coordinate complex work across multiple facilities and stakeholders.
  • ability to analyze complex information, identify system-level problems, and develop practical solutions.
  • ability to use data and performance measures to inform decisions and recommend improvements.
  • ability to develop effective partnerships and communicate clearly with executive leadership, staff, individuals in custody, community partners, and the public.
  • ability to develop policies, procedures, processes, and implementation strategies and facilitate collaborative problem-solving.
  • ability to manage resources, exercise sound judgment, lead change, and work independently.


Work Environment:

This position will be based in Pierre, Sioux Falls or Rapid City, South Dakota.

This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
