JOB DESCRIPTION

TITLE: Business Manager

QUALIFICATIONS: 1. Experience in business administration, business education or business management.

2. Working knowledge of computer operations as they pertain to educational accounting processes.

3. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

REPORTS TO: Board of Education

SUPERVISES: Not Applicable

JOB GOAL: To administer the business affairs of the District providing the best possible educational services within the financial limitations of the School District.

PERFORMANCE RESPONSIBILITIES:

  • The Business Manager shall be solely responsible to the Board of Education (a) keep the minutes of the board meetings in official record form; (b) publish such proceedings of the Board as may be determined by the Board, consistent with the law requiring such publications; (c) submit financial statements/reports to the Board; (d) when required, produce at board meetings all books and papers pertaining to his/her office and shall perform any other duties as required by law; (e)prepare, with the Superintendent, board agendas and post the agenda to the public
  • Execute a surety bond acceptable to the Board before entering upon the duties of this office, with the premium to be paid by the Board
  • Works with the Superintendent in guiding the business and financial affairs of the district
  • Works with the Superintendent to relay the financial concerns of the district to the community
  • Works with the Superintendent in preparing the annual budget for the school district
  • Works with the Superintendent in formulating policies and procedures governing financial activities
  • Prepares monthly and annual financial reports through uniform accounting standards in accordance with state laws and district policy
  • Adheres to the guidance prescribed in the School Accounting Manual promulgated by the State of South Dakota, Department of Legislative Audit
  • Responsible for the preparation and disbursement of payroll
  • Responsible for tracking leave and filing of Leave Forms submitted by employees
  • Responsible for employee files including enrollment/termination of benefits/deductions
  • Processes all orders for the purchase of school supplies, materials and equipment after the proper authorizations are obtained and records information on ledgers and district software as needed
  • Checks for accuracy and receipt of goods on purchase orders and clears them for payment
  • Responsible for preparing vouchers, entering invoices into the accounting software and processing payments to vendors and preparing a listing of bills for the school board
  • Responsible for the disbursements and receipts for the Trust & Agency Fund as well as
  • maintaining/monitoring the ledgers for various student/class accounts
  • Deposits all money belonging to the district in the depositories designated by the Board and processes all receipts by recording information on ledgers and district software as needed
  • When bidding is necessary, prepares specifications, obtains bids or price quotations, and executes contracts for the same as prescribed by district policies and state laws
  • Monitors the school district’s property and liability insurance programs
  • Oversees and prepares reports for the school district’s food service program in regard to state and federal requirements
  • Responsible for tracking capital assets and their depreciation and inventorying the school district’s property with the help of the employees of the school district
  • Responsible for the financial reporting of federal grants and programs carried out in the school district
  • Responsible for Wellness Center memberships and renewals
  • Works with the Superintendent and the Head of Maintenance, in the preparation of plans for maintenance and rehabilitation of buildings and grounds and projecting of future budgetary expenditures
  • Implement audit recommendations
  • Responsible for all processes in a school board election or other school elections
  • Participates in professional development activities such as accounting software training, fall and spring Business Manager’s Conferences as well as area business manager meetings
  • Maintains confidentiality in all public settings with respect to school district business
  • Performs data entry, copying, filing and other office tasks as needed
  • Performs other duties as assigned by the school board and Superintendent
  • TERM OF EMPLOYMENT: Term and Salary to be established by the Board of Education

EVALUATION: Performance of this job will be evaluated by the Superintendent
