The Senior Health Information and Insurance Education (SHIINE) program manager provides statewide leadership, administration, compliance oversight, and strategic direction for three federally funded Medicare-related programs: the State Health Insurance Assistance Program (SHIP), Senior Medicare Patrol (SMP), and outreach funded under the Medicare Improvements for Patients and Providers Act (MIPPA). This position ensures integrated program management while maintaining distinct federal compliance requirements for each funding stream, overseeing operations, fiscal management, performance reporting, quality assurance, and policy development aligned with the Administration for Community Living (ACL) guidance. The program manager leads contracted entities and volunteers in delivering unbiased Medicare counseling, fraud prevention education, and targeted outreach to low-income beneficiaries, while providing training and technical assistance on Medicare benefits and regulatory requirements. This role also develops strategic partnerships, manages the annual budget, and implements volunteer recruitment and retention strategies to strengthen program growth and safeguard program integrity statewide.

This role offers potential for hybrid or remote work for individuals who demonstrate strong performance, initiative, and the ability to manage responsibilities independently.

The Ideal Candidate Will Have:

Demonstrated work experience to show capabilities and/or willingness to manage a grant program, including budgeting, compliance, and performance reporting.

Knowledge of:

  • federal grant administration.
  • Medicare programs and services, including Parts A, B, C, and D; Low-Income Subsidy (LIS); Medicare Savings Programs (MSP); and common beneficiary eligibility and enrollment issues.
  • data management systems and business software applications, including Google Workspace and Microsoft Office Suite (Excel-pivot tables, dashboards, and data analysis; Word; Teams).


Skills to:

  • develop and deliver effective trainings and technical assistance to providers volunteers and contractors.
  • manage and monitor an annual federally funded program budget.
  • analyze and synthesize program data to produce clear reports, dashboards, and performance summaries.
  • prepare and submit grant applications and required federal reports.
  • communicate effectively with diverse audiences while building strong partnerships and maintaining high standards of customer service.
  • demonstrate self-initiative, professionalism, strategic planning, and strong organizational skills.


Preferred Skills:

  • advanced proficiency in Excel (pivot tables, dashboards, data analysis tools).

Ability to:

  • interpret and apply state and federal laws, regulations, and grant requirements accurately and consistently.
  • develop and implement short- and long-term strategic plans to strengthen statewide partnerships and advance program growth.
  • develop and implement volunteer recruitment and retention strategies.
  • develop policy and procedural improvements based on data and operational trends.
  • learn and navigate federal systems (e.g. STARS, SIRS, SHIP NPR) or similar data platforms.
  • work collaboratively with contracted providers to ensure effective and efficient statewide service delivery.
  • work independently with minimal supervision while managing multiple priorities and complex program responsibilities.
  • develop and present engaging, relevant training and outreach content to volunteers, contractors, and stakeholders.
