The South Dakota Department of Education is seeking an Education Program Specialist to serve as the Title III Language Acquisition Coordinator in the Office of Title Programs.

This position plays a central role in supporting school districts, educators, and communities as they work to ensure English learners and immigrant students thrive academically, linguistically, and socially.

The ideal candidate is passionate about promoting opportunities for English learners, knowledgeable about effective language acquisition practices, and committed to strong partnerships with districts across the state.

About Title III:

Title III is a federal program designed to help English learners, including immigrant children and youth, attain English language proficiency and meet the same academic standards expected of all students. This role provides the leadership and technical expertise needed to ensure high-quality implementation statewide.

Key Responsibilities
  • Support districts in developing and implementing effective English learner programs, including strong family and community engagement.
  • Promote evidence-based practices that strengthen English language development and academic achievement.
  • Monitor district EL programs, review data, and provide targeted technical assistance.
  • Design and deliver statewide professional development for educators serving English learners.
  • Build and maintain positive relationships with districts to understand needs and provide timely, helpful support.
  • Coordinate efforts with other federal/state programs and community organizations to align efforts and resources.
  • Administer the Immigrant Grant and ensure federal requirements are met.
  • Oversee the administration of the SD English Language Proficiency Assessments.

  • experience with English learner programs;

Knowledge of:
  • principles of second language acquisition and bilingual/multilingual education;
  • federal and state requirements related to Title III, English learner programs, and immigrant student supports;
  • evidence-based instructional practices that promote English language development and academic achievement;
  • methods for program evaluation, data analysis, and continuous improvement in educational settings.

Ability to:
  • build strong partnerships with school districts, educators, and community partners;
  • communicate complex requirements clearly in writing, training, and coaching;
  • analyze data to identify needs and support program improvement;
  • design and lead effective professional learning opportunities;
  • work proactively and independently while contributing to a collaborative team environment.
