CITY OF HARTFORD

POSITION DESCRIPTION

Position Title: Wastewater Plant Specialist
Department: Public Works
Supervisor: Public Works Superintendent
Classification: Regular Full-Time Employee

Work Schedule:
Monday–Friday, 8:00 a.m. to 5:00 p.m.
Position requires availability for emergency response after hours, including evenings and weekends.


JOB SUMMARY

The City of Hartford is seeking a highly motivated and skilled Wastewater Plant Specialist to oversee the daily operations of the City’s Aeromod mechanical wastewater treatment plant. This position requires strong technical knowledge, self-motivation, and a commitment to maintaining operational efficiency, safety, and regulatory compliance. The Wastewater Plant Specialist is responsible for plant testing, reporting, maintenance, and general upkeep of the facility and grounds while ensuring compliance with all environmental and safety regulations.


JOB LOCATION

The majority of work will be performed within the city limits of Hartford, South Dakota. Occasional duties may be assigned outside municipal boundaries.


ESSENTIAL FUNCTIONS

  • Supervise and manage day-to-day operations of the Aeromod mechanical wastewater treatment plant to ensure safe, efficient, and environmentally compliant operations.

  • Conduct routine wastewater testing and sampling; maintain accurate records in compliance with state and federal regulations.

  • Prepare and submit required regulatory reports to state agencies in a timely manner.

  • Troubleshoot and resolve operational, mechanical, and process-related issues.

  • Oversee maintenance and repair of plant equipment, including pumps, blowers, motors, and related machinery.

  • Schedule and coordinate routine maintenance and emergency repairs.

  • Monitor, maintain, and repair wastewater lift stations, including debris removal, inspections, pump and float cleaning, and minor repairs.

  • Maintain inventory of parts, supplies, and chemicals necessary for safe plant operation.

  • Monitor plant performance data and make operational adjustments as needed.

  • Perform general facility maintenance, including cleaning, sanding, painting, and grounds upkeep.

  • Perform physical activities including walking, standing, sitting, stooping, bending, kneeling, climbing, reaching, lifting, carrying, pushing, and pulling.

  • Perform other duties as assigned.


REQUIRED KNOWLEDGE AND ABILITIES

  • Knowledge of mechanical, electrical, and hydraulic systems.

  • Strong understanding of wastewater treatment processes, equipment, and maintenance practices.

  • Ability to operate motor vehicles, tractors, generators, pumps, hand and power tools, laboratory equipment, and detection devices.

  • Knowledge of occupational hazards and standard safety practices.

  • Ability to recognize inefficient, unusual, or unsafe operating conditions.

  • Basic computer and office equipment skills.

  • Strong problem-solving, organizational, and communication skills, both written and verbal.

  • Ability to work independently with minimal supervision.

  • Ability to work outdoors in all weather conditions.

  • Ability to establish and maintain effective working relationships with employees, supervisors, city officials, and the general public.

  • Ability to plan, prioritize, and complete tasks in a timely manner.


MINIMUM QUALIFICATIONS

  • High school diploma or GED required; degree in environmental science, engineering, or a related field preferred.

  • Minimum of two years of experience in wastewater treatment operations.

  • Class II Wastewater Certification required; must obtain Class III Wastewater Certification within three years of hire.

  • Valid driver’s license required; Class B CDL required or ability to obtain within one year of hire.

  • Certified Spraying certification required or ability to obtain within one year of hire.

  • Any combination of education and experience may be considered. Preference will be given to applicants with wastewater certification.


COMPENSATION

The City of Hartford offers a competitive salary and benefits package. Compensation will be based on experience and qualifications.
Starting wage range: $25.00–$40.00 per hour.
